Abstract
Urban historic districts are suffering from deterioration in their environment. This deterioration is clear in their physical characteristics. Deterioration occurs in buildings, services, infrastructure and urban spaces. As a result, these districts are not suitable for living. Development plans for these districts usually depend on short term solutions adopted by the responsible local authorities. The plans are always overlooking the concept of sustainability and the participation of the local community. Therefore, these development plans are superficial and ineffective. As a result, the districts deteriorate again. This problem is more severe when these districts contain historic buildings of architectural and urban merit that are used as tourists’ destination. This destination loses its appeal as a magnet area for tourists. Moreover, historic buildings and district deteriorate as being located in such a deteriorated urban environment.
