Introduction
The world has witnessed today several important revolutions; i.e., informational, communicational and technological, which appeared to have a great effect on all communities in general and the Egyptian community in particular, and have caused a lot of cultural changes in both material field with its sciences, knowledge and technologies, and moral field with its behaviors, morals and values. And due to that education is a part of community culture, the traditional teaching techniques and methods are no longer useful in the evaluation of increased technologies, so the educational administration have to provide and invent technological techniques in order to help learners to exploit these technologies in the self education process.
Therefore e- learning became one of the modern teaching methods that developed countries began to apprehend, but although the importance of technology in preparing and providing e-learning models, educational experts have to increase their emphasis on educational and learning outcomes instead of concentrating on developmental technologies. Although E-learning costs seems to be great, it demolishes in the face of resources it produces and the benefits that community succeeds in saving cognitive capital for itself, and increasing the competitive spirit which are not so easy to be imitated, in order to have a satisfied customer who has no way out but joining their teams.
E-schools began to appear on the surface as a basis for developing learning process which aims at creating a complementary community of students, tutors, schools and parents. E-school is considered to be an educational institution that aims at building a generation of learners that have the ability to translate learning goals and expectations into positive values and behaviors.
So all educational experts began to move from the concept of traditional school to a school and a learning that has the ability to confront 21st century with its challenges and problems, so the learning process in e-school depends on various technological methods for providing learners’ needs and their different educational levels, through concentrating on the students’ personal differences, and paves the way open for tutors and parents to participate in defining and choosing school programs and in executing some of the extracurricular activities which have been performing after the end of the school day.
The Research Problem:
The research problem is summarized in the following main question: How can the e-learning be implemented in Egypt, given the experiences of the U.S.A. and Australia?
from this question, a number of sub- questions arise :
1- What is the policy of e-learning, theoretically and practically?
2- What are the most prominent features of e-learning in the U.S.A. and Australia?
3- What is the status of the e-learning in the high school in Egypt and what are the requirements of its implementation?
4- What is the depicted conceptualization for the implementation of e-learning in the public high schools in Egypt, given what the comparative study of the two countries and the field study uncovered?
The research Aims:
The following research has many objectives. Of them:
1- To clarify the concept of e-learning, its characteristics and benefits, theoretically and practically.
2- To conduct an analytical study to implement the e-learning in public high schools in the U.S.A and Australia.
3- To conduct a comparative study for the system of e-learning in public high schools in the U.S.A and Australia.
4- To study the status of e-learning in public high schools and the requirements of its implementation.
5- To try developing a depicted conceptualization for the implementation of the e-learning in Egypt , given the results of the comparative study and of the field study.
The Research Importance:
the importance of the research derives from the following:
 E-learning has become one of the prerequisites for facing the challenges imposed by the developments of IT. Egypt began, like many other countries in studying the application of e-learning system from the kindergarten to the end of the high school.
 The importance of the research is derived from its being a comparative study for the experiences of two countries which implemented the e-learning system together with the conventional learning. Furthermore, the research compares the e-learning in high schools in the U.S.A. and Australia, by examining the e-learning systems in these countries and studying the practices of e-learning and the educational institutions.
The Research Limits (Delimitations )
The research limits are:
 -The objective limit: e-learning with regard to its concept, importance, motives, and justifications.
 -Field limit: includes the U.S.A. and Australia.
 -The human limit: represented in the research sample which included (528) of public high school managers, deputies, and teachers.
 -Spatial limit: the field study has been conducted within some public high schools in various school districts in Qualiobeia Governorate.
 -Time limit: the time of conducting the study, ( 2005-2007). The field study has been conducted in the period( 1/4/2007- 10/5/2004).
The Research tools:
The current research relies upon some tools represented in:
1- Field visit: in which the researcher perform some field visits to the public high schools in Qualiobeia Governorate, in order to know the status of the e-learning in the public high schools and the requirements of its implementation.
2- Questionnaire: the questionnaire is the main tool for data and information collection in this research so the researcher used the questionnaire which consisted of two axis: the first one is to recognize the status of the e-learning in the public high school. This axis was expressed through (26) statements. The other axis is to recognize the requirements of e-learning implementation. This axis was expressed through (31) statements.
The Research Method and Procedures:
The current research relies upon the matching between the comparative approach and system analysis approach, in addition to using the statistical approach for the processing of the results of the field framework. Furthermore, the research uses the comparative approach in order to show the similarities and differences between the different phenomena. The present research relies upon system analysis approach in order to recognize the main elements of the e-learning system and to develop a future conceptualization for the e-learning in the public high schools in the Arab Republic of Egypt.
The Research Terminologies:
The current research depends upon the term Electronic Learning.
Conclusions and recommendations:
1- conclusions: the present research reached some conclusions which are related to the e-learning in the public high schools. These conclusions can be summarized as follows:
 The public high schools have the technological sets and equipments of computers and accessories and that, in turn, provides the suitable technological environment necessary in implementing the e-learning system in these schools.
 The public high schools suffer from the lack of sufficient insurance resources to cover the expenses of the e- learning system.
 Teachers lack the skills required for e-learning
 The preparation of students before joining the e-learning system is lacking.
 Some curricula have been prepared and transformed into electronic curricula in the Ministry of Education.
 The electronic libraries, which could help students in public high schools to access information and the sources of knowledge electronically, are rare.
2- Research recommendations: for the implementation of e-learning in public high schools, the current research recommends the provision of some necessities, summarized as follows:
 There is a necessity to provide electronic laboratories and technological services in the educational foundation , which represent the necessary infrastructure for the e-learning.
 There should be continuous technical support for the teachers of e-learning in order to perform their task perfectly.
 The school administration should have full awareness about the way of organizing the process of e-learning inside the classrooms.
 The government and businessmen should provide the financial aids to e-learning, in addition, the great companies should allocate some of their revenues to support e-learning.
 The teacher should be able to use the recent technologies in the field of teaching.
 The electronic curricula should be designed, built, and introduced through the internet.
 There should be an electronic library to help students to access the information electronically
