Abstract systems are very important and must be maintained in all cities to provide citizens with rapid and competent services when needed. In order to achieve this target, without increasing the budget levels of these systems, many studies have been made to identify the problems of these systems and to suggest solutions to these problems. The present work is concerned with the analysis of police patrol systems, the most complex and expensive emergency system. The first target of this work is to study the system operations and to identify its problems. The second is to develop a procedure that can help in choosing the best operating policy for a police patrol system. The analysis of police patrol systems may be carried out mathematically. But, mathematical description of the whole system operations is very difficult. However, mathematics can be used to analyse some operational problems and some of the system components. The work introduces some of these models. In order to overcome the above problem, a simulation model, capable of simulating the different operating policies of a police patrol system, is introduced. This model is validated by comparing its results with the results of the mathematical models presented. As a case study, the police patrol system of The City of Alexandria is analyzed. The simulation model is used to simulate alternative operating policies suitable for Alexandria Police Patrol System. The main results showed that a best absolute operating policy for a police patrol system does not exit. However, a figure of merit is proposed to be used in determining the optimal operating policy for a police patrol system under certain operating conditions. |
