SUMMARY
Rural development is considered a startigic objective as an
integral part of the comprehensive development. It could be acheived
through all economic, social, political and cultural organizations
working on rural areas .
Rural Development Organizations are facing various Problems
that may hinder their proposed role.
This research is a scientific trial to investegate the main problems
facing rural Development Organization.
The research aimed at identifying these problems through studing
sufficiency of the role and efficiency of these organizations.
The research includes: an’ introduction and four chapters. The
introduction presents the importance of development and the problems
facing it. It ends by the research problems and the research objectives.
The first chapter deals with review of literature. It includes three
parts. The first handles the general concept of development, its
stratigies, scops: and its socio- economic indicators for measuring
purposes.
The second part investigates the development problems.
A review of the previous studies and research in the field of rural
development in Egypt is reported in the third part.
Research procedure is the second chapter. It includes the
methodology, geographical. human and time scope, data collection

technique, the quantitative mainpulation, the piolt study, field data
collection and statistical analysis.
The third chapter dealing wi th the problems confronted the
efforts of the organizations and institutions working on rural
development at village level. These specially were: local unit, social
unit, mosque, health organizations, rural school, youth organizations,
rural bank and agricultural cooperatives.
The fourth chapter is the research summary.
The main recommendations which closing the research were as
follows:
1- Dealing with local unit:
It should maximizes its human resources, flexabilty of its staff for
implementing its task according to the local conditions, encouraging
citizens participation to build a strong construction from local leaders
that could be able to motivate development.
Also great care should be devoted to extend the relations between
local unit and the other local organizations with great coordination
among their activities to avoid conflict and/or duplication.
2- Dealing with social unit and communitv development society:
It would be provided with human and non-human capability for
all social care activities. provide the chances for creativness of the
staff, penniting the staff with more flexability to interact with each
village conditions. And it is neccessary to coordinate with the

neighbouring organizations and overcome the routine obtstacles
hinderd that coordination.
3- Dealing with the mosQue:
It should pay attention to religus leaders and the working staff
varying and extending the mosque activities to conver more than
religious actions. encourage rich people to be involved in these
various services. and to transform the local mosques to the Ministry of
Alawkaf to fulfil their needs.
4- Attachin~ the health unit:
It were recommended to provide the health units with the
physicians. pharmacists and nurses and to promote their experiencies.
Also provide these health units with equipments and buildings to
adapt their tasks with the conditions and size of area. Finally to
increase the health awarness among rural population and more
coordination with the local organizations.
5- For the rural school:
It were recommended to increase construction of new schools
specially for the fundamental stage, increase number of classrooms ro
decrease the pupils density, beside provide them withres sources and
equipments, pay attention to females education.
Also enlarge tlexability limits for the officials to carry out the
school roles.

More coordination may be devoted between schools and the field
rural devolpoment organizations.
- 6- For the youth organizations:

It should increase their number and support their role through
providing human and non-human facilities, to increase females
enrolment. and developing the participation of these females. It must
increase the cultural, social, recreational activities for youth and pay
more coordination with the other organizations to maximize the youth
organizations role in rural development.
7- Dealing with rural bank:
Recommendations; it would be :
a) pay attention to banks which serve five branches through improving
their performance and systemic procedures, supporting with
sufficiant technical staff,
b) overcoming reasons for declining paid credits,
c) facilitating credits grantees, guiding rural people to productive
projects in the various agricultural aspects.,
d) increasing investments for non-traditional agric. projects,
e) supporting the relationships between village banks to increase their
agrements toward rural problems and soulations.
8- For the agricultural cooperative:
The main recommendations were:
a) providing cooperation with the modem agricultural mechanism,
b) communicating the rules and bases of agric. cooperation,
c) narrowing the role of the govemement in cooperation affairs to be
used as guide and supervising only and to transform the
cooperative roles to be productive more than services,

d) finding new resources for self-financing,
c) training the coop. managers and improving working conditions of
coop. staff.
f) the cooperative has to provide fanners with inputs beside markting
their products and crops,
g) strenthening coordination between cooperatives and the other local
organizations.
9- Inviting the private sector to finance the rural development projects
at the village level.
10- It is very important to consider the role of rural women in rural
development and it has to support the role of rural women leaders
in their activities in the area of rural information and rural
extension for women.
This research includes the bibliography of references and the
questionnaire used in the study and the English summary.
