Abstract

Tourism is the sum total tourist expenditures with the
borders of a nation of a transportation-centered economic
area of contiguous states or nations. This economic
concept also considers the income multiplier of these
tourist expenditures.
Today, holiday travel is increasingly justified by the
need to find relief, from work stress, to recuperate or
improve one’s personal health, or simply to escape from
the routine and the familiar ness.
For many, holiday travel is also a way of acquiring
new experiences and learning new things that are useful
in business or in one’s social life.
The researcher in this study highlighted on the
importance of the hotel investment needs in the northern
coast. The study started with the review of literature of
what had been already published concerning investment
and direct foreign investment in general and investment
policies, incentives and obstacles of investment in
particular. The researcher also highlighted on the
importance of the Western North Coast for touristic
development, the natural and human factors and the
touristic potentials.

The researcher studied the tourism development
plans in the Western North Coast which been
prepared by the authority of Governmental Tourism
Development, the UNDP in co-operation with some
Ministers in Egypt. These plans stated that there are
some strong and weak points that encounter the
tourism development.
These plans also divided the sea shore into 7
tourism sectors which made the territory have a
distinguished part in the international tourism map.
The researcher studied the hotel demand within
the period starting at (1996-2006) to identify the
volume of the tourists demand in the governorate.
Upon this study, the researcher was able to predict the
volume of tourists demand in the governorate in the
next period starting at (2007-2016).
The researcher studied the hotel supply in the
governorate and found that there are 30 hotels (within
the course of the study), in which there are 2769 hotel
rooms. The occupancy rate was 41.5% in the hotels
within this period.
The researcher identified the touristic installations
that are planned to be established and found that there
were (56) touristic projects. These projects vary
between hotels, motels and touristic villages. The total
rooms’ volume was 23451 rooms.
By calculating the tourists numbers required for
these projects was (1.134.763 tourists) with
occupancy rate of (41.5%). When calculating the
estimated tourists demand, it was clear that the total
tourists numbers predicted to be attracted to the area
within the next (5) years is no more that (217429)
tourists.
The researcher figures out that three are a gap
between the demand and supply comes up to
(914.334) tourists. It was clear from the field study
that the randomness in buildings construction is
overwhelming the coast. In addition, this randomness
resulted in defusing investments with total volume of
(12.5 billion L.E) in only 9 months.
The following statement could be identified the
hotels investments needs in North Coast, the
researcher established a questionnaire form containing
some questions to help identifying hotels investments
needs.
The researcher also runs interview sessions with
projects managers of 56 projects, from which only 29
form were illegible.
The most important results revealed by the
questionnaire were:
• A percentage of 41.4 % of the established projects
are motels.
• A percentage of 27.6 % of the established projects
are hotels.
• A percentage of 55.2 % of the sample still at the
(process of licenses accomplishments stage), this
refers to the numerous managerial procedures
required to start a project.
• A (82.8 %) from the respondents faced problems
while constructing the project. The main stages
that faced problems are extracting licenses and
construction phases.
• When asking the respondents about arranging the
problems according to the importance, they
responded as follow:

- The increase in raw materials and its shortage in
the market
- Problems concerning taxes
- Instability of the currency rate
- The governmental corruption.
- The interest in the infrastructure
- The pyretic (the numerous procedures)
• It was obvious from the study that the hotel
investments needs were:
- Legitimacy requirements, represented in laws
that organize the investment operation.
- The managerial needs, represented in reducing
the procedures and the transparency.
- Funding needs, represented in loans and the
stability of funds rate and the Infrastructure
needs.
Finally, the investor private decision could not be
taken without a feasibility study which will enable the
investor to decide whether the investment coast would
be covered or not. Although there are many factors
controls the governmental investment decisions, there
are some economic and non economic rules controls
the usage of the governmental funds in investment in
any activity. The total revenue rate expected is an
important factor when using the governmental funds.
If the government is recognizing tourism
development as a basic corner-stone for all the
development plans that is targeted to North Coast
region, the status quo imposes the necessity of reevaluation
of what had been accomplished in the
region.
In the recent while, the announcements of the
managerial and local authorities concerning the
emergence of developing the north-west territory
without explaining the kind of this emergence and
without sitting a specific strategy to remove the
obstacles that hinder the international development of
tourism in this region.
The competitive advantages and estimating it is
an essential factor that can not be neglected when
taking the investment decision. In the era of
privatization philosophy, the private investor is
becoming of more important than ever.
It was revealed that the region already have many
development potentials that if it could be exploitive
and invested from a total development plan overview,
it would change the overall structure of the region.
The touristic development did not contribute to
the region the way as it was planned for in the region.
The constructing in the region is only made for
limited period for pleasure without any interest for
other development sectors in the region.
