المستخلص The study aimed at highlighting the economic characteristics of agricultural structure in Yemen and its agricultural status among the Arab world. It was also aimed at analyzing the impact of economic reform policies in Yemen during the period 1990-2008 through dividing it into two periods in the following points: - The development of the overall trade and agricultural balance as well as the trade balance for the most important agricultural groups. - The development of the value of the total agricultural exports and imports As well as the most important crops as exports and imports at current prices and constant prices. The study also aimed to know the economic direction of the main agricultural imports and exports of Yemen for each foreign market. To achieve the objectives of this study depended mainly on many domestic and foreign published and unpublished data, and many papers and references related to the subject. The study applied many quantitative and qualitative econometric analytical statistics methods of a time series of variables under investigation to obtain the main economic and statistical parameters which effect and were affected by the movement of exports and imports through the period of study. In addition, the use of test ”FChow” comparison between the regression coefficients in the regression models estimated for the variables. Moreover, the linear programming technique was applied in this study as one of the methods of re-allocating of the foreign trade. The present study included: an introduction which includes the problem of the study, objectives, methodology, sources of data and the proposal of study. The introduction was followed by five chapters: The first section dealt with the theoretical background and review of literature, the second section dealt with the study of the features of the Yemeni agricultural sector, the third section dealt with the foreign trade of Yemen, and the fourth devoted the foreign agricultural trade of Yemen, The fifth section dealt with the economic direction of the main exports and imports of Yemen. Main results: It was concluded that: 1- A significant difference between the regression coefficients of the value of the total exports between the two reforms at constant prices, which means a significant effect of the policy of economic reform on the development of the total value of exports. Also make sure the existence of statistically significant differences were found between the regression coefficients of the value of total imports between the two periods in current and constant prices, which confirms the existence of significant effect of the policy of economic reform on the development of the total value of imports. 2- There is no significant differences at any level between the regression coefficients of the general trend in the value of agricultural exports and imports either at the current or static prices which indicates that there is no effect for the policy of economic reform on it. 3- With regard to study of the development of foreign trade of plant results indicate that there are effects for the policy of economic reform on the development of the value of plant exports at current or static prices, and there was no effect for the policy of economic reform on the value of plant imports at the current and fixed prices, .4-There are effects for the policy of economic reform on the development of the value of grain exports at the current and static prices, and there was no effect for the policy of economic reform on the value of imports of grain at the current and fixed prices. 5-There are effects for the policy of economic reform on the development of the value of fruit exports at current and fixed prices. There was no effect for the policy of economic reform on the value of fruit imports at current prices, but there was a significant effect on the value of fruit imports at constant prices 6-There are effects for the policy of economic reform on the development of the value of vegetable exports at current and fixed prices and fixed, and there was no effect on the value of imports of vegetables either in its ongoing or fixed prices. 7- With regard to the development of foreign trade of cash crops that there are effects for the policy of economic reform on the development of the value of exports at current and fixed prices, and there was no effect of the policy of economic reform on the value of imports at neither current nor fixed prices. 8- By studying the development of exports and imports of the important agricultural crops the following findings were concluded that: There are effects for the economic reform policy on the development of the quantity and value of coffee, banana, and onion exports at current and fixed prices. - There is no effect for the economic reform policy on the development of the quantity and value of grape exports at current and constant prices at any level. - There is no effect for the economic reform policy on the development of the quantity and value of imports of wheat at current prices, and there was the effect for the value of imports of wheat, maize and rice at fixed prices. - There is no effect for the policy of economic reform on the development of the quantity and value of imports of wheat, maize and rice at current and fixed prices. - The suggested samples of the optimal distribution of export of coffee, bananas, grapes, and onions during the economical liberalization period showed that, the biggest export value can be gained from the first model. The rate of increase in the export value reached to 146.03%, 70.49%, 499.29%, 51.2% from the average of the actual value, respectively. - By studying the direction of wheat, maize and rice import, the first model saves amounted in the balance of payments by 44.13%, 27%, 31.67% from the average of total imports value . Recommendations: It was recommended that: - Reduce the acreage of bananas with the best use of land and limited water in the cultivation of crops that lead to higher economic returns better than bananas. - review the foreign trade policy by redirecting import crop exports or directing import export crops from year to year so as to achieve to achieve the increase in the balance of payments. - Increase the actions that lead to the increase of effective policy of economic reform and the trend towards a market economy. - Try to annexation Yemen to the Persian Gulf Cooperation Council, because the Gulf market will be a promising market of Yemen and will open up these markets after the removal of obstacles and facilitate the flow of goods and products and take advantage of the proximity and the large market. Focus on the problem of water security in order to encourage farmers to expand cultivation of grain, regardless of its comparative advantages of the national food security. - pay attention to scientific research through the establishment of specialized research centers and private need to establish research institutes specialized in agricultural economy, and get benefit from the experiences of other countries - Encourage investment in general and agricultural investment in particular in the areas of production and marketing services nationally and abroad. - The need to provide adequate marketing accurate and updated information for producers and exporters about the prices and the situation of supply and demand of overseas markets and the appropriate periods of export - Have benefit from the various trade agreements (global blocs and bilateral) |
