Abstract
During recent years , E-governmet efforts aim to benefit from the use of most innovative forms of information technologies , especially the web - based Internet Applications ,and its projects are currently service- oriented .Information exchange and efficient communication are the need of the day .But unlike the profitable organization , the governmental infrastructure has a complex and heterogeneouse computing envirnoment that reflects directly to its IT projects.
