E-learning has become an urgent necessity imposed by global changes, and economic developments, and
contemporary technology; so communities and governments have tended to adopt and apply e-learning
in different educational institutions; the belief that it is the gateway to the world of knowledge which is
characterized by the confiscation of the multiple and diverse knowledge. the Internet Has developed in
the mid-nineties as a mediator of communication between learners and teachers, has lead to the
widespread and rapid use of the Internet to the emergence of the concepts of online learning, so it must
be activating the role of electronic management, which monitoring an online learning and developing
administration standards to ensure the quality of learning and access educational institutions to the
desired level of information technology use from the selecting and accepting students process within
the university colleges, based on electronic tests, through the preparation of technological quality-based
information technology in the provision of e-courses, and ending with the graduation of a student whose
specification and the potential fit the labor market accelerating technological.
