Abstract

Summary
SaaS implementation models affect the way we can benefit from the same data; and how we can achieve high level of collaboration between government entities and public users whether they’re citizens as end users or citizens as employees across different government’s departments. And it affects heavily in reducing cost burden needed as up-front fees to start using the GIS software (e.g. establishing one government private cloud to host public GIS and provide network subscription and access for each government organization , without the need to establish separate datacenter for each organization).
Because of the probability of introducing low quality map layers overlayed to base map through community public contributions. A reliable method was introduced in SaaS implemented public GIS to approve new map layers with reasonable quality.
Public GIS assesses that collaboration between government, voluntary organizations and citizens could be used to enhance government geographic information systems, and thereby be more useful to its citizens. Thus, new channels of interaction between government and their citizens are established, So that, citizens are not only regarded as consumers of government services, but also as valuable resources capable of creating additional value based on existing government infrastructure (e.g. government private cloud hosting public GIS solution).
