المستخلص Introduction: The balanced scorecard is one of the development administrative techniques that depends in its application requirements on several features and elements. These features and elements should be taken into consideration when it will be applied in the universities. Several international universities applied balanced scorecard because it helped in overcoming the points of weakness in the traditional administration and evaluation systems, especially in addressing the strategy in actual application through translate this strategy to group of the Strategic Objectives, actual activities, determining performance indicators, desired performance targets, initiatives, through four perspectives such as Learning and Growth perspective, Internal Processes Perspective, Customer Perspective, and Financial Perspective Thus, the present research was concerned with the balanced scorecard and its application requirements in Egyptian universities. The Research Problem: Although the Egyptian universities do their best in the last few years in order to develop their systems, they still suffer from some problems which resulted in the graduate’s low level. Therefore, there was an urgent need to apply new administrative techniques to overcome these problems, such as the balanced scorecard. The present study examined the requirements of applying the balanced scorecard in Egyptian university in the light of some countries’ experiences. The research problem of present study was stated in the following main question: What are the requirements of applying the balanced scorecard in Egyptian university in the light of some countries’ experiences?. It was divided into the following five sub-questions: 1- What are the theoretical bases of balanced scorecard in the university education?. 2- What are the most important international experiences in the field of balanced scorecard application in the university education?. 3- What is the reality of the Egyptian university education?. -2- 4- What is the applicability of balanced scorecard in the Egyptian university?. 5- What are the suggested procedures for applying balanced scorecard in the Egyptian university in the light of some countries’ experiences?. Research objectives: The present research aimed at: 1. Investigating the theoretical bases of balanced scorecard in the university education. 2. Exploring the most important international experiences in the field of balanced scorecard application in the university institutions. 3. Investigating the reality of the Egyptian university education. 4. Tackling the applicability of balanced scorecard in the Egyptian university. 5. Preparing suggested procedures for applying balanced scorecard in the Egyptian university in the light of some countries’ experiences. The Limits of the Research: The present Research was limited to the following: 1-Objective Limit: the current research was limited to requirements of applying the balanced scorecard in Egyptian university in the light of some countries’ experiences, such as Australia, Finnish and American universities. 2- Human Limit: this research was limited to some of the academic and administrative leaders at Benha University. 3- Geographical Limit: the current research was limited to Benha University. 4- Time Limit: this research was done within (2010-2013). Research Methodology: The present research followed the comparative method in education in the description of the balanced scorecard in higher education. It also analyzed the experiences of some advanced countries applied the balanced scorecard in their universities and benefiting from them. A comparison between the countries’ experiences in the selected universities was carried out in order to determine the similarities and -3- differences between them so as to exclude some suggested procedures for applying the balanced scorecard in Egyptian university. Research Tools: Interviews were developed and carried out with the academic and administrative officials in the faculties of Benha University in respect of the application of balanced scorecard in Egyptian universities. They were applied on 30 persons. A questionnaire was also developed by the present study author and conducted to define the requirements of applying this system. It was conducted on 200 persons. The SPSS was used in the statistical treatment. Research Results: The present research reached several results; the following are only some of them: 1) The Egyptian universities face several problems and shortages, such as the financial problems, the weak policies and plans and the absence of clear visions in most of the universities. 2) The balanced scorecard has some advantages if compared with other administrative techniques. 3) The spread of awareness culture of the balanced scorecard should be tackled seriously in order to develop the university education in Egypt. And the present research suggested a group of General procedures for applying the balanced scorecard in Egyptian universities such as approach to administration and evaluation its performance Procedures, and Specific Procedures as follows: Learning and Growth perspective, Internal Processes Perspective, Customer Perspective, and Financial Perspective.
