Abstract
Through the years, IMO promoted the safety standards of shipping with the efforts of flag administration and classification societies. The ship and engineer surveyors are the front line monitors in the enforcements and implementation of ship safety standards and regulations. The co-operation among the IMO, flag administrations and classification societies have strengthened the administrative feature in maritime safety. The collaboration network formed with the correlation of Flag State Surveyors, Classification Surveyors and Port State Control Surveyors have mitigated the sub¬standard ships and its consequences to a certain state. But, there is still room to develop the impartial judgment of ships performance over the deficiency to avoid the overlooks and negligence which may lead to have an accident or facing the clear ground of detention This is a study over the analysis of the Egyptian vessels observations and clear ground of detentions all over the memorandum of understanding in port state control and lMO statistical reports. This study will include the qualification and performance of Egyptian fleet during sailing in the international voyage and which have gross tonnage more than 500 GRT, these vessels comply with the international convention and regulation also under authority of the state, also the root cause of the occurrence of these observations and clear ground of detention.This Report concludes the main reasons of Egyptian vessels detentions and how to avoid them, and suggests the best ways and the effectiveness of surveys in order to minimize the possible risk of detentions and put Egypt in the white list lMO countries performances.
