المستخلص The current era became filled with of rapid changes resulting from the information explosion, information technology and scientific, technological progress, so must keep Attention with the educational process of these changes to face the problems that may faced. It also led to the emergence of the concept of E-learning, which leads us to transfer traditional courses to the E- course, as used by many universities in supporting traditional lectures, thus becoming the essence of E-learning in universities that adopt a form of this education. Researcher felt the presence of the problem through its designer status of E-learning education at the University of Minia, where it noted the reluctance of most members of the faculty at Egyptian universities, the production of their courses online, in addition to the lack of quality in electronic courses produced. Has been confirmed and there is a problem to conduct the following: 1. Held a researcher opinion poll on the E-courses (Appendix 6) for a sample of (20) faculty members from different faculties at the University of Minia, where included the survey, two axes, namely, the first ”E-courses” which confirmed the results on the reluctance of most members of the faculty for the production of their courses image by 90%, while the second ”classroom courses,” confirmed the results on the importance of the university book by 85%. 2. Conducted a survey of students about E-courses (Appendix 7) for a sample of (30) students, which included the survey, two axes, namely the first: ”E-courses,” confirmed the findings on their unwillingness to study their courses over the network by 87%, while the second ”traditional courses” where the results confirmed the preference for the study of the university book by 93%. 3. Decisions were evaluated websites to educational sites available across the network; make sure to follow the standards of building Ecourses. 4. Is clear from the reports of the Supreme Council of Egyptian Universities to increase the production of electronic courses for the year 2009/2010 for the year 2008/2009, and it indicates the interest of producing E-courses in the Egyptian universities in spite of the lack of courses produced sub-centers. The above is clear and there is a problem was the lack of specific criteria for the building and the transfer of courses to the electronic form with that they involved quality in production, so the pursuit of this research is to establish standards to upgrade the level of E-courses production and to overcome the random design, and to answer the main question is the following: ”What building standards and the transfer of courses to electronic courses in light of the comprehensive quality standards?”. The main branch of the question has the following sub-questions: 1- What criteria upon which to Structure and Transformation in-Class Courses to Electronic Course, which lead to a commitment to increase the efficiency and effectiveness?. 2- Is including produced E-courses committed to these standards? Objective of this research: This research aimed to improve the quality of the production of educational product by identifying the reasons for the reluctance of some faculty members for the production of coursework electronically, and you do not want to dispense with the traditional book, and is attributed to a lack of knowledge about E-courses produced, in addition to lack of demand from learners to study online, such as: (the unwillingness of learners in the study over the network to unfamiliarity with the skills to deal with the network, preferably educated study of the traditional book. Therefore, the goal of research is to prepare a list to build and transform traditional courses into electronic courses in light of the comprehensive quality standards, and evaluate some of the courses offered by the electronic educational web sites. The importance of research: 1. Development of a proposed model for building standards and the transfer of courses to electronic courses are offered on the Internet, in light of the comprehensive quality standards, according to which existing in this area. 2. Access to electronic producing with a high level of quality. 3. Ease of control and evaluation of the decisions of the electronic producers. Search limits: 1- A list of criteria to reach a Structure and Transformation in-Class Courses to Electronic Course. 2- Rating seven of the electronic courses available over the network. Search Tools: 1- Prepare a list of Structure and Transformation in-Class Courses to Electronic Course Based on Total Quality Standards. 2- A questionnaire to solicit the views of the arbitrators on the list of Structure and Transformation in-Class Courses to Electronic Course over the network Based on Total Quality Standards. 3- The Card assesses the decision-mail. Research Methodology: Adopted the current research on the descriptive method to describe and analyze the literature and previous research studies, to prepare a list of criteria for building E-courses in light of the comprehensive quality standards, and prepare a list of Structure and Transformation in-Class Courses to Electronic Course over the network Based on Total Quality Standards. Search procedures: 1- A look at some references and educational literature, web sites, published research on the network and dealing with E-learning in general, and E-courses, in particular, which shed light on the concepts associated with the theoretical framework. 2- see some references and educational literature related to the overall quality of education in general and the particular electronic courses. 3- Build a list of Structure and Transformation in- Class Courses to Electronic Course Based on Total Quality Standards prepared by the researcher. 4- Display the list of Structure and Transformation in-Class Courses to Electronic Course on a group of arbitrators for the seizure and put it in its final form. 5- Build scorecard prepared by the researcher of the decisions in light of the electronic total quality standards and consists of building standards and the transfer of E-courses, which have been reached through the previous procedures. 6-Evaluation of some E-courses. 7- Development of a set of recommendations and proposed research. Search Results: The present research Results are the following findings: 1. Axis Educational includes (13) area, including (40), including standard (217) indicator. 2. Axis Technical includes (21) distributed on a standard (9) areas, including (153) indicator. 3. TQM contains axis (10) distributed on the standards (5) cross-cutting areas for (38) is an indicator. 4. As it turns out the application card electronic calendar decisions that the average rate coefficient of agreement for electronic courses to educational standards reached 88.94%, while the average coefficient of agreement of technical standards (technological) 90.32%, bringing the stability of a whole list of criteria 89.63%. Recommendations and proposed research: A. Research Recommendations: In the light of the results of current research, the following recommendations can be drawn: 1. Researcher recommends that those involved in the production of electronic courses for the use of a list of criteria for the building and the transfer of courses into electronic courses in light of the overall quality. 2. Need to focus on intensive training courses to prepare for the team working on the production of electronic courses. Promote a culture of quality e-learning. 3. Interest in the concept of total quality in education in general, and in e-learning in particular. B. The proposed research: In light of the search results can research proposal the following: 1. Effectiveness of the proposed program to give students technology skills, education building and the transfer of courses into electronic courses. 2. Building standards and the transfer of courses into electronic courses for people with special needs. |
