Abstract

The petroleum industry is very important for the human progress. The expansion of this industry has been inevitable and the world will depend on oil for a long time as the main source of energy . Refinering of oil is a. complex process which involves sophisticated relationships between processes in their utility supplies, chemical handling systems, gas recovery systems and emergency fiar systems. Many hazards exist in oil refinery; related to the nature of crude oil and its products and to the type of work performed. Each of these hazards may precipitate an accident which endanger human life or health and the surrounding environment. A retrospective study of industrial accidents was conducted . . during the period 1980-1989 in the Amirya Petroleum Refmering Company, Alexandria, to determine the incidence and causes of industrial accidents in order to access the efficiency of safety measures and also to dete~e the types of injuries among the workers giving recommendations regarding the first aid and preventive measures needed in the company. Data were collected from the monthly records of the Amirya Petroleum Refinering Company, Ministry of Health Hospitals, Alexandria University Hospitals and Health Insurrance injury centre. The study was conducted on 33447 worker who represented the total number of work force during the period from 1980- 1989, following the data in these ten years sh.owed that the total number of injured workers was 764. The accident frequency rate per one million man -worked hours was used as an index for comparison between each accident item. The study revealed that 62.9010 of accidents occurred in the plant and 23.7 in workshop department in Amirya Petroleum Reftnertng Company. The highest prevalence of accidents in injured workers would be attributed to the following characteristics of these groups of workers: 1. 63.40/0 from injured workers presented with age below 35 years, showed the highest accident frequency rate 24.6. 2. 68.80/0 from injured workers with job duration less than 10 years showed accident frequency rate 10.8. 3. 32.GO/o from injured workers were holding basic education or less, showed accident frequency rate 23.4. 4. 42 from injured workers were single, at the time of accidnet occurence, showed accident frequency rate 46.4. 5.41.8from injured workers were working with work shift with accident frequency rate 12.6 specially the aftemoon shift showed the highest accident frequency rate 14.83. 6. Diabetes mellitus was the commonest non-occupational disease among the injured workers and diabetic workers showed the highest accident frequency rate 14.1. Study of factors precipitating industrial accidents revealed the following: 1. Workers in workshop department showed the highest Accident Frequency Rate and Accident Severity Rate (15.7.1035.5) in comparison to workers of other departments. 2. June, July. December and January showed the highest frequency of accident occurrence (80.82.70 and 71 accident) in comparison to other monthes of the year. 3. Falling or flYing objects (30.80/0) and fall and slip (25.90/0) represented the main causes of injuries among injured workers. 4. 300A> of accidents occurred with unsafe circumstances; while in the rest 700/0 safe circumstances were evident. . 5. The unsafe act of the workers represented more than 70 as a precipitating factor in the accident occurrence among injured workers. Injuries of the upper limb and lower limb represented the commonest injury sites among injured workers. Upper limb injuries were involved in 35 injured workers in which hands and fingers showed 197 cases and represented the most frequent sites, while lower limb injuries were involved in 28 injured workers in which foot injuries showed 140 cases. At the sametime the most frequent types of injury were wounds (260/0). contusions (240/0) and bums (19). The medical department of Amirya Petroleum Refinering Company offered first aid services to 80.6of injures workers, while, 19.60/0 of them were transferred to injuries centres located in Alexandria; Health insurance, Ministry of Healthl Hospitals and I Alexandria University Hospitals. The main types of first aid were dressing (45.9°A» and bandage (18.70/0). Disability occurred in 5.40/0 of injured workers specially in the upper and lower limbs and four deaths occurred in the period of the study. Also, 719 injured workers (94) were completely recovered without any residual effect. The human factors seemed to be important contributing factors to the problem of industrial accidents. Therefore safety training and health education programmes will be helpful in minimizing accident occurrence.
