Abstract

The purpose of this dissertation is to promote an integrated conservation approach to deal with the problems of the Egyptian historical cities and districts in the Egyptian Delta Region. Economic reforms towards a market economy have significantly accelerated urbanization and modernization in Egypt. During the nineties, urban conservation became a significant concern in the inner historical districts. Research attempts and projects prepared under different authorities, local and international, encountered challenges of implementation. To meet the research goal, a wide-ranging study of relevant literature, and a number of international and Egyptian projects were chosen to examine the implementation processes of urban conservation practice. The latter was carried out by taking Fuwah city in the Egyptian middle delta region as a case study. Fuwah historical city has been studied in detail using field survey, interviews, and questionnaire.
Accordingly, the research has produced a number of key findings as follows: the integrated approach has proven its validity and viability in urban conservation in different parts of the world. The closer integration of urban conservation practice with city planning process requires much detailed work at the development control stage, and also means that planning authorities should bring urban conservation and sustainability aims in closer union in their planning strategies to create a robust framework of principles and policies. Egypt as a developing country stands for economic growth and better living conditions as well as for unemployment, and environmental destruction, whereas funding for urban conservation can become a low priority. The current approaches do not fully respond to cultural differences and social realities, nor can they be supported by the country economies. The government policies remain insufficient and fragmentary with a tendency to favor tourist-orientated projects. Moreover, the local population’s attitudes and potential participation remain largely ignored. These approaches need to be adopted and modified in order to be more applicable. Ultimately, the research concludes by proposing a modified integrated approach of urban conservation taking Fuwah, a small city in the Delta of Egypt that has an interesting historical zone, as an attempt to integrate sustainability and conservation in the city’s development strategy facilitated by changes to current legal, institutional, and funding frameworks that are capable of meeting the challenge of balancing conflicts between urban conservation and redevelopment agendas achieving the prospective democracy participation. Then it recommends policies that would support and forward the integrated sustainable urban conservation fostering the urban development process.
