المستخلص

This study aimed to investigate the effect of human resource development to activate the overall quality of the application on the education sector and to this end have resorted researcher to measure the extent of the practice of different administrative levels University of the dimensions of human resource development and concepts in the university and its impact in the activation of the overall quality , where is the human resource wealth basic any organization , whether productive or service- so the organizations are working to take advantage of its human resources and development , which is reflected in the quality of performance of individuals.
Has taken interest in the development of human resources several dimensions economic, which focused on countries with economic development and the provision of qualified human resources and trained , allowing the individual to find a job even produce and bring added value to contribute to the revitalization of the economy as is the social dimension ; in the interest of the institution educating the individual and his training .
To achieve quality in the field of education must spread the culture of quality among workers and to clarify the concept, and its importance , and standards , and the requirements to achieve, and the participation of workers in solving the problems faced by the application of quality.
The management of human resources a modern trends which are compatible with the philosophy of total quality as it represents the organization’s strategy to raise the level of performance and continuous improvement to achieve the objectives of the organization in high productivity , job satisfaction , and the preparation of detailed plans for the future of education in terms of programs and curriculum , administration and finance.
