المستخلص

The study aimed to identify the correlation between development management and entrances modern administrative reform, to identify the role of school leadership in improving the methodology of development manage within the institutions of secondary education, to identify the correlation between the development management and quality of education in institutions of secondary education, stand on the current reality of the roles and leading managers practices secondary education schools (General / Technical) and to provide the proposed strategy to upgrade the roles and practices of leadership for the school principal to activate the management institutions in the development of secondary education in the light of national and international standards in Assiut Governorate
The researcher used the descriptive approach to its relevance to the nature of the study, the questionnaire was also used as a head tool of the field study, the sample number was reached to as a whole (1442) individuals whom (637) public education, (810) Technical education
The results of the study showed:
- The study confirmed the importance of development management to improve the quality of education and to improve its management within the institutions of secondary education (General - Technical).
-Low level of school leaders and the absence of leadership which supporting and stimulating the development.
- The managers and teachers of secondary education need to gain the skills of administrative development and strategic planning, entrances modern administrative reform through training courses to improve their performance and the development of their educational organization
- Weakness the capacity of managers and teachers of secondary education to predict the external variables and the challenges which facing the educational institution as a result of the separation of the school from the outside community.
Recommendations of the study:
- Educational administration should give a measure of flexibility and decentralization with delegating some powers to the school administrators in order to provide innovative practices that contribute to the development of the school and changed for the better.
- Holding training courses and workshops for managers and teachers of secondary schools on strategic planning, management of development and innovative thinking.
- The managers of secondary education schools should supported the cooperate and participate with teachers in bringing about changes studied in the goals, processes and strategies. With confirmation of the strength of the individual’s personal in identification the problem, encourage them to resist the fear factor of making mistakes, and building human relations on the basis of the process and not on personal considerations
At the end, the study presented a suggested strategy that contains the foundations, objectives, procedures and guarantees for success that can be followed to improve the roles and leadership practices for the school directors to activate the development management in secondary education institutions.
