المستخلص

The human resources represent the most important component of the organization’s internal environment of any public or private firm. Also those resources are considered the main key to the organizational success, as the human element is the most important input in any system and the strongest force influencing the identity determination of modern organizations in addition to their future landmarks.
In light of the growing interest in the studies of human resources management in general, and its practices in particular, the planning of human resources, the selection and placement of personnel, training and development, and performance appraisal of employees remain one of the most important elements those organizations depend upon during performing their activities for achieving the goals. The managements of those organizations always looking for how to make human element offers his best inputs for the benefit of organizations.
Because the organizations in the developed countries have been able to attain high levels of achievements due to its awareness and practices of the functions and objectives of their human resources management, it is vital to give this topic more attention. The fish sector-in the Republic of Yemen may represent a real case requiring investigations.
Based upon the mentioned statements, the subject of the research focuses on assessing the real human resources management practices in Yemeni Fisheries Sectors (public or governmental and private) to develop and improve the practices of human resources managements of those sectors. One of the main purposes of this study is to make a comparative investigations about those practices between Yemen’s public or governmental and private sectors’ organizations.
2- Study Importance:
This study is important in two ways: The first is theoretical and is related to reviewing the literatures and studies concerning the quality of
human resources management practices as a fundamental issue and a major problem which now occupies the minds of experts and officials in any organization. The second reason is practical and related to the importance of this study for Yemeni governmental and private fisheries organizations, because of what it offers of information in the field of measuring and analyzing the ability of the human resources managements in those sectors to supply the proper functional inputs for improving the performance of fisheries organizations in the Republic of Yemen.
3- Study Objectives:
The objectives of this study are targeted toward both theoretical issues that are associated with academic theory of the human resources, and the applied ones that cover the real experiences and practices of the human resources managers, for the purposes of deepening the understanding of theoretical rules related to management of human resources. In addition, the study focuses upon some applied goals that are related to the assessment of the Yemeni human resources management practices. These objective are as the following:
• Identifying to what extent Yemeni human resources managers of the fisheries sectors perceive the importance of performing the human resources functions in an effective and efficient ways, and how they are performing these activities in the real life? Human resources in this study include: human resources planning, selection and placement, training and development, and performance appraisal of a sample of employees working in the Yemeni fisheries public and private sectors.
• Identifying the differences between Yemeni public and private fishery sectors’ employees concerning understanding the importance of human resources management practices including: human resources planning, selection and placement, training and development, and employees’ performance appraisal.
• Identifying the differences between Yemeni public and private fishery sectors’ employees concerning their real daily practices of human resources management functions or activities to investigate the gaps between the employees’ actual practices and the scientific model of performing human resources planning, selection and placement, training and development, and employees’ performance appraisal.
• Measuring the differences concerning both the importance and the real practices of each separate human resource management activities including: human resources planning, selection and placement, training and development, and employees’ performance appraisal from the view Yemeni employees working in the fishery public and private sectors.
• Determining the relationships among the reported differences concerning the importance and the real practices of human resources management functions and the personal and functional characteristics of Yemeni employees of fishery sectors.
• Providing recommendations that may contribute to the improvement of human resources management practices which help in supporting human resources management roles in solving the strategic and operational problems in the fishery sectors in the Republic of Yemen.
4- Study Plan:
The study is presented in six characters. Chapter one, deals with the study general frame work. The second chapter deals with the theoretical issues concerning the studded variables. The third chapter focuses on reviewing literatures and the previous studies related to human resources activities importance and actual practices. Chapter four handles the methodology applied in this study. Fifth chapter introduces the findings of the field study. Finally, sixth chapter deals with results, discussion, and recommendations to decision makers.
5- Results:
Testing study hypothesis contributed in answering the research questions relating to the subject. Hypotheses’ testing reveals the following results:
• There is a high degree of awareness among employees working in Yemeni public and private fisheries sectors concerning the importance of human resources management practices, including: human resources planning, selection and placement, training and development, and performance appraisal of employees.
• There is a high degree of awareness among employees working in Yemeni public and private fisheries sectors concerning the shortages and weakness in performing human resources management activities, including: human resources planning, selection and placement, training and development, and performance appraisal of employees.
• There are no significant differences regarding Yemeni employees’ perceptions about the importance and practices weakness of human resource management activities including: human resources planning, selection and placement, training and development, and performance appraisal of employees..
• There are no significant differences between the Yemeni employees working in the fishery public sector and those who are working in the private one concerning the importance of human resources management practices, including: human resources planning, selection and placement, training and development, and performance appraisal of employees.
• There are no significant differences between the Yemeni employees working in the fishery public sector and those who are working in the private one concerning the practices weakness of human resource management activities including: human resources planning, selection and placement, training and development, and performance appraisal of employees.
• There is no significant relationship between Yemeni employees’ perceptions of the importance and weakness of the investigated practices of human recourses management related to the personal and functional characteristics of Yemeni employees working in fishery sectors.
6- Recommendations:
Based on the final findings of study hypotheses, it is recommend the following:
• Training Yemeni employees working in the fishery public and private sectors to be more knowledgeable about the idealistic model of human resources activities and their importance roles as competitive weapons in modern organizations.
• Studying and canalizing Yemeni labor forces working in fishery sectors to put hands on the strengthens and weakness of those forces to formulate the proper strategies to develop and improve the human sides in those sectors.
• Providing more studies in the arias of human resources management in Yemeni fishery sectors in particular, and in all other industries in general.
