Introduction:
Health is the real wealth of human beings and a legitimate right accredited by all national and international charters and covenants set by the state for its citizens; since health is a general commodity and a social commodity so it can’t be left to market fluctuations so, it would collapse, particularly with the spread out of birds flu and pigs flu that health has become the first priority of individuals all over the world. Consequently, health has become a priority for people all over the world. Health care indicators show that 82 countries suffer injustice such as the developing states afford 90.3% of the diseases burden despite that they only have 12% of expenditure devoted for health while the advanced state bear 9.7% of the burden and have 885 of expenditure for health.
Arab areas have four states apply the criteria of the health sector accreditation including Egypt, Saudi Arabia, Jordan, and Lebanon. These states attempt to benefit from these criteria to suit and cope their needs, in attempt to improve safety and care quality in health sector in order to reduce risks and exposure to disease.

Study Problem:
It is crystallized in deterioration of health service and poor performance in Egyptian hospitals of Ministry of Health. This health sector is tightly associated with economic development, production level, productivity, and income level. Hence, the study focuses on application of total quality within hospitals to improve performance. Through analyzing the service ration presented by health sector, it represents about 52% as the highest ratio by governmental hospitals, followed by private hospitals 17%, then the university hospitals 16.7% and the least in railway station 0.2%.
Egyptian hospitals are meeting lots of problems such as low fiscal support, low-level of appliances and deices, mismanagement, and low budget of expenditure.
Study Objectives:
1. Examining the impact of applying the total quality on the economic performance in hospitals of Ministry of Health in Egypt.
2. Analyze the problems and obstacles facing application of total quality in Egyptian governmental hospitals in attempt to find out the appropriate resolutions for

participation in responsibility and demonstrates the concept of partnership in improving quality.
3. Measuring the economic outcome resulted in including these programs and their applications on Jordan hospitals, identifying as well the potentiality of benefitting from Jordan experiment to be applied on Egyptian hospitals as well.
4. Proposing the appropriate suggestions in light of study results for decision-makers in hospitals in order to contribute magnifying the economic revenue results from application of the total quality standards accreditation.
Study Hypotheses:
1. There is a strong correlation between application of the total quality standards accreditation in hospitals of Ministry of Health in Egypt and obtaining the accreditation.
2. There is correlation between The total quality management achieves the optimal use of resources, reducing expenditure in the ministry hospitals.
3. Is there a relationship between the ability to maximize the economic return and maintain continuity in the period after obtaining accreditation and quality improvement processes.

4. The potentiality of benefitting from the Jordan experiment to apply total quality on Egyptian hospitals of Ministry of Health.
Results:
1. Considering quality is the real basic measurement through which an institution can identify the performance level.
2. There are multiple problems the Egyptian hospitals meet such as lack of financial support, low-level appliances and services, and deteriorated level of service.
3. The comparative study asserts that the health status in Jordan is better than the conditions in Egyptian hospitals as the Jordan experience has surpassed achieving superiority in all health aspects.
4. The statistical analysis of the field study of the selected samples of hospitals of Ministry of Health asserts validity of the first three hypotheses.
5. The study results show that the Egyptian Ministry of Health has started to follow the same approach of the Jordan ministry, setting evident strategy to improve conditions which assert validity of the fourth hypothesis

Recommendations:
1. The necessity for promotion for the total quality system among employees working health service field.
2. Providing advanced methods of statistical control, effective data processing system, efficient information system that includes documentation, registry, and preserve records for supporting this system and decision-making process.
3. The necessity for attracting new technical efficient cadres.
4. The necessity for providing quality in diagnosis approaches, treatment, and health care levels, technology, high qualified medical infrastructure, development of scientific research in healing tourism.
5. Raising salaries of workers in health field.
6. Making national health studies periodically and control the increasing expenditure on medicine.
