المستخلص

Raise the level of education is a key to any society of
communities as it is the best way to take advantage of human capital,
as it is a form of human investment needed for the production
process in addition to being a major source of the labor force skilled
and trained.
Aim of the research:
The aim of the research in the following points:
1. Apply the standards and quality of education proposed by Mustafa
(1979)
2. Introduce new variables added by the researcher on the quality of
the proposed education standards in order to identify the impact
of these variables on the proposed standards, and described in
chapter (12-1).
3. Determine the community standard, which depends upon the
quality of education standards to measure the quality of learning.
4. To identify factors affecting the quality of education at this stage,
helping to make good decisions that help to raise the quality of
education level, using actual data for some educational
institutions in Libya, a sample of schools in the city of Tobruk,
primary education stage.
The use of ML win multi-level program, which will use only two
levels (student - school) in order to measure the degree of
intelligence of the student with the standard school level.
Results of the research:
The results of Application of the scale and measure showed the
rate on the selected sample data of basic education schools in Tobruk
to measure the quality of education and making comparisons, the
following:
1. Amounted to quality education in accordance with the
amended measure (by the researcher) 0.604, compared to
0.592 when using the scale (used by (Mustafa (1979). Which
indicates the need for inclusion in the model added variables
by a researcher at the expense of the quality of education in
schools basic, That these added variables have affected only
the quality of an educational institution, index, while not
affecting the indicators: teacher quality, student quality, and
the quality of education policy, for being fixed in both two
measures.
2. The value of quality education in accordance with the
amended measure the amount of (0.604) check 0 <I <1, then
they accounted for 60.4, which was considered weak
compared to developed countries or neighboring countries,
which requires the real deal to improve the quality of
education level in basic education schools in Lybia.
3. Through the use of ML win program to identify the extent of
the effect of each of the student variables, namely,
(absenteeism, age in months, gender) and changes the school
which is (the number of auxiliary groups, the number of
teachers, the number of students’ number of classrooms, the
quality of education by the amended measure ) on the degree
of intelligence of the student standard Y) The results came to
confirm that the model used moral, where the margin of error
is the standard value (0.000), and that the degree of
intelligence of the student standard of (66.095) random error
(1.031) and standard deviation (16.438) and the level of
significance (a = 0.05). And the estimated value of the degree
of intelligence of the standard student was (66.095) is the same
as actual value, which demonstrates the model accuracy.
4. Using the regression line in the program SPSS equation has
been shown that the degree of intelligence of the student has
reached the standard (65.868), a little more than those
calculated using the program ML win less. This has reached
the coefficient of determination (R2 = 0.871) of the variables
affecting the degree of intelligence of the student, which
explains the standard 87.1 / class, a very strong attachment to
the treatment amounted to (R = 0.933).
