Schools strategic planning were known within transformations witnessed by the various organizations in a short period not exceeding two decades beginning of the eighties of the last century when there was a huge and comprehensive changes in the global and regional organizations, and have been affected by internal for most systems, particularly those with the globalization of the economy, development and information and communication revolution affected in the emergence of the strategic planning school and the factor contributing to the school’s strategic planning is the emergence of freedom granted to the school following the educational crises suffered by the schools in western Europe and the United States demonstrated in the failures of pupils in international competitions in front of their peers from East Asian countries. The research problem identifying: requirements of intellectual capital development at the public schools of secondary education in the light of the strategic planning school approach. The researcher used the descriptive approach in two modules: The first part includes theoretical framework which clarify the key concepts of intellectual capital, school strategic planning for the schools of general secondary education. The second part a field framework to reveal the reality of intellectual capital schools of general secondary education, and to identify the development of intellectual capital in the light of the requirements of planning the school approach. The researcher used a questionnaire applied to (28) High School spread over a number (8) educational administration by (7) of workers from each school. The study found conceived proposal for the development of intellectual capital schools of general secondary education, study and found that most of the managers and staff schools general secondary education have a lack of understanding of intellectual capital and school Kotait strategic, and the study revealed shortcomings in the possibilities available to schools general secondary education as revealed The study about the importance of full-time school principals to manage schools and non-assigned sub work even do not affect the core of their work.
