The current study sought to answer five questions, crystallized in (Matabaah the emergence of political parties in Libya?, And what the most important roles and programs that the political parties in Libya?, What are the main factors that led to the events of Ttuart in the structure of the state after the emergence of political parties in Libya ?, what are the main challenges and difficulties interface political parties after its inception in Libya?, what the role of parties in the formation of interim government and bring down the previous government in the era of the National Congress? what vision of the citizens for the future of political parties and their role in Libya? Researcher adopted in this study on the head of a tool: the questionnaire, and the questionnaire is the means by which the researcher gets the information given by the respondent for the researcher. In the case of the codification of respondent data in the form of him and away from the researcher called these tools application form questionnaire (Questionnaire). It is a list of questions in advance guided by the researcher to the respondents (respondents). The questionnaire is one of the means of scientific research that are used on a large scale in order to obtain data or information relating to the conditions of the people or their orientation or their attitudes or their motives or beliefs. The questionnaire in our research this is the main tool used by the researcher to gather information, and in order to achieve the objectives of the study and answer its questions previously mentioned. Has identified the researcher city of Tobruk, Libya, the human field research has been taking a sample of (250) Single young people in the age group between 20 years to 35 years and over, have been taken into account when selecting the sample to be representative of the community search geographically as an area of the application field of the current study, it took the study procedures field nearly six months from August 2015 to January 2016. This, and contains the current study, six chapters, as well as the introduction and conclusion, cast the first chapter of light on the theoretical and systematic study of the frame, the second chapter presents the most important previous studies, Chapter III deals with the emergence of political parties and their evolution, the fourth chapter deals with, political participation (types, and liquid and its determinants, requirements), comes fifth chapter deals with the results of the field study and action, while Chapter VI deals with the most important field results and recommendations.
