The theme of the search for legal mechanisms for the application of international humanitarian law at the national level, where the aims of international humanitarian law to find a compromise solution between two contradictory considerations in the military relations, first, that the warrior always aims to achieve victory on the other, and therefore make use of all the possibilities available to achieve his aim, and secondly, to ensure respect for human life including required by humanitarian considerations, comfortably as she grows up all kinds of suffering required, therefore, armed conflict necessitates the need to reconcile the military necessities, humanitarian requirements. This is what made it incumbent on the international community to put an end to the scourge of wars and armed conflicts, which led to the development of legal rules aimed at the protection of the affected persons resulting from such conflicts from the mother and damage, it also aims at those rules to protect the property that is not directly linked to the military operations, and the jurisprudence of the nomination of the rules the beginning of the law of war and armed conflict law before the term of international humanitarian.
