المستخلص ABSTRACT The current research purpose is to prepare a strategy for attracting foreign investments in field of tourism in Egypt to applied on Marsa Allaam area which is one of the most eminent tourist areas appeared in the last few decades as a remarkable model for impact of direct foreign investment in tourist development. This study is fulfilled through these elements in tourism field: • Economic globalization and its impact on tourist demand. • The economic significance of tourism in Egypt. • Foreign tourist investment in Egypt. • Obstacles of tourist investment in Egypt. • The proposed strategic planning for attracting investments in tourist field. The study shows the necessity for a unified law for tourist investment for the nature of tourism and its services that require a clear evident law for guaranteeing implementation of direct foreign investment in field of tourist development. The study also shows the necessity for an environmental legislation in order to prevent contradiction among divergent laws in other fields and not involved in tourist field and would be difficult to be applied in tourism domain; since tourism is a different field in its nature as industry and as an activity. This requires considering differences between tourism field and any other investment project in Egypt. The study also discusses the new investment law no. 17, of 2015, demonstrating its positives and negatives and its impact on attraction of foreign investment. Necessarily having a legislative environment to allure investment, in order to avoid conflict and dispersion between laws. Necessarily handling weaknesses in the united investment law.
