Generally , Retardation in any society is a great problem that affects the development . So
, the highness of nations is measured by their care for the generations specialy the Retardation
and how to adapt . Besides, the welfare of the Retardatio is a human principle
Alot of muslim scientists like Ibn Hazm and Ibn Khaldon
contributed in the welfare of the Retardation by putting them inside the educational environment.
In the 19 th and 20 th centuries they began to pay attention to this group . But nowadays ,
many societies began to mix and ensure the rights of the Retardation to live in natural environment
to make this person take part in the society . The idea of mixing them in society hes geined agreat
attention in Jaws and rules . The international organization for health reporeted that the
percentage is 15% - 20% ,According to the U.N. reports (2000) the number of the Retardation about
6oo million . of them about 200 million children . and thes is a huge and dangerous prablem in the
Arab countries. There are 30 million person Suffer from Retardation, one third of them is below 24
years old .Due care is being paid to the Retardation in Egypt but the problem of Retardation is
still dangerous if we know that the percentage in Egypt in 2004 is about (6,5- 7) millions .
The percentage of the mentally Retardation in Egypt is about 3% . this percentage soame times
comes to 7% in the poor and over population areas . The researches show . that the
mentally Retardation among the pupils in Egypt is about (3 3,9) % some times rises in the poor
areas . The newest researsh on this problem in four of the Egyptian governorates - Cairo , El-
Gharbia , Asiut , The Red Sea -showed that the percentage is 4,9% . the percentage of the mental
Retardation is 8,5 % of the total of this research . In Egypt - as a developing country - the
percentage of the mentally Retardation is higher than the universal percentage . This is
because we treat with these children in a different way - not like the other children at the same
age . This treatment has a negative Effect on the Retardation children .
