The role of pre-university education in facing cultural penetration in the state of Palestine
There were many aspects of the cultural penetration of the Palestinian society, and almost all aspects of life, including politics, economic, social, and security. It is a method tends secrecy ,we do not feel it and do not prepare for it to stand against it until we fall prey to it. It erodes the mind and conscience eliminating its character and the meanings of originality and strength from it and this is which leads to the loss of Palestinian society, a great deal of cultural and civilizational specificities, and makes the possibility of economic and military control more intuitive and easier than if it was able to protect its members from that penetration, and to the extent that it is increasing emphasis on the dangers of cultural penetration. It is also increasing emphasis on the need for work to cope with this breakthrough and work on resisting and limit its spread because of the consequent risk that affect our Palestinian society as a whole. As well as the occurrence of Palestine is under Israeli occupation and what it represents as an additional challenge which exposes us to many challenges and risks, which must be met not to overcome them only but to ensure continuity in the introductions to our movement forward towards freedom, it is not possible to appease the challenges of this new century, to walk with them or crossing them because appeasement means deviation with it, and therefore we lose our identity and our values and authentic principles fall.
So the upgrading of educational institutions of the Palestinian in general and schools in particular represent a major need to the strategic objective to meet the needs of the Palestinian society and the requirements of the era with its various manifestations. There are not two who are different that the school is the most important educational institutions established by society to form with others the good citizens who toned their upbringing and education with the interests of society , its customs and traditions; to contribute in the treatment of the problems of society and face the challenges to bring about a comprehensive sophistication. So it was necessary to develop the Palestinian educational system, curricula, methods and means in the light of scientific and technological developments and challenges which face the Palestinian education under the cultural penetration
Thus, the process of the development of the Palestinian education is better to be a continuous process and inclusive of for all elements and components to cope with the political, economic, social, and security changes.
the problem of the study and its questions
After the Zionist colonialism have reassured to establish on their own racism state above the territory of Palestine to penetrate the Palestinian mind by the various ways and means. In addition to the growing challenges that increase the size of the problem, in terms of technical and media revolution, which helps to penetrate the Palestinian culture which represents the open space, digital technology and the networks of the Internet as a welcoming gateway to the deployment of expatriate ideas contrary to our cultures and its push to follow the western model and eliminating the particularities and leading to the marginalization of the local culture , as the cultural penetration with its economic, political, social, and security effects , threatens the Palestinian community. However, this problem has not been carefully handled by researchers in Palestinian society despite its danger and it may be due to their novelty, and the given importance of the topic came inevitability of this study.
And the problem of the study is represented in the following main question:
What is the expected role of the pre-university education in facing cultural penetration of the Palestine state ?
Branching off from this main question a group of sub-questions that illustrated as follows:
1. What are the dimensions and implications of the cultural penetration in the Palestinian community?
2. What are the means of cultural penetration in the Palestinian community?
3. What is the reality of pre-university education in facing the cultural penetration of Palestinian society?
4. What is the proposed perception to activate the role of pre-university education to face the cultural penetration of the Palestine state?
The Methodology and tools:
We followed the search descriptive approach in studying the role of pre-university education in facing the cultural penetration in Palestine, and in line with the nature of the problem, and how to deal with cultural penetration analysis and interpretation and provide solutions or alternatives and the possibility of the application.
The study used two tools: questionnaire, personal interview
1. applied a questionnaire on a sample of teachers, managers and directors of the Palestinian schools.
2. applied a personal interview with a sample of officials from the Ministry of Education and the Palestinian education.
The limits of the study
The current study limits are as the following :
(A)the subjective limit: The present study defined the role of pre-university education in the face of cultural penetration limited to the State of Palestine and by identifying the following:
1. different dimensions of cultural breakthrough
2. The means of cultural penetration
3. coping styles to face the cultural penetration.
(B)The spatial limit: areas of the Gaza Strip.
(C) the human limit: the application of the field study tool on a sample of teachers, female teachers, administrators, and managers in the public education not the technical and some officials of the Ministry of Education.
Objectives of the study
This study aims to:
1. Standing on the most important cultural penetration and its repercussions on the Palestinian community.
2. Knowing the challenges facing the Palestinian education to play its role in light of the cultural penetration to the societies.
3. Knowing the most important means and tools of cultural penetration.
4. standing on aspects of the education role to face cultural penetration.
5. proposing a perception to activate the role of pre-university education to encounter the attempts of the cultural penetration in the State of Palestine.
The importance of studying
The significance of the current study are as the following:
89with the concept of cultural penetration and analyze the dimensions and mechanisms, in the light of the growing globalization, planetary and other contemporary challenges, and shows the Palestinian education situation towards this breakthrough.
B. lack of Palestinian environment, in particular for such study according to the knowledge of the researcher.
C. This study provides proposed perception which may benefit from policy makers and decision-makers, and the Ministry of Education in drawing the educational policies of facing the phenomenon of cultural penetration in the Palestinian society.
D. This study may provide the library and researchers in the field of cultural penetration vocabulary and concepts, factors and methods of cultural penetration.
E. serving as a starting point for new researchers to take up interesting cultural penetration in Arab societies issues.
The study contents
To answer the questions, the researcher by followed these steps:
Chapter One: display the general framework for the study through the introduction to the study and its problem, and objectives and its importance and its methodology, and tools, and terminology, and previous studies and steps to the conduct of the study and this represents the first chapter.
Chapter Two: in this chapter, the definition of the concept of cultural and other concepts penetration talk about the dimensions and implications of cultural penetration in Palestine in this Chapter, from the economic and political aspects, social, security, and the implications of each dimension of the dimensions of the Palestinian society.
Chapter three: Chapter talk about the means of cultural penetration in Palestine, which penetrate the cultural particularity, it also spoke of the chapter to the most important external and internal challenges, facing the Palestinian education and weaken the strength in the face of the cultural penetration.
Chapter four: this chapter to talk about education in facing of cultural penetration, through its various elements, such as the school curriculum, which is considered a cornerstone in the school system architecture in addition to its association with the culture of the community and has been the components of this approach which aims, content, teaching methods, and Calendar and its facing of cultural penetration, also addressed the talk - also- about the Palestinian teacher in facing cultural penetration.
Chapter five: in this chapter the study examined applied questioner to a sample of principals and teachers in Palestinian schools, it was also a personal interview with a number of officials from the Ministry of Education and the Palestinian education, to learn through those tools on the role of school education in facing cultural penetration.
Chapter six: in this chapter the researcher gives proposed role played must be done by the school in the facing cultural penetration in Palestine.
Results:
After viewing field goals of the study put the study tool and how to set up, and ways to ensure the validity and reliability study tool was the following:
I. application of a questionnaire on the study sample of the teachers and administrators in the provinces of Gaza and the access to the results of the study can be summarized as follows:
1. the results of (different dimensions of cultural penetration) and included (20) paragraph and got the relative weight (0.79). This indicates an obvious implication of the cultural penetration and various dimensions on the students in Palestinian schools were as follows:
(A) The highest paragraphs in terms of the relative weight of paragraph argument: (uses social media website, Facebook in the security projection)
B came after them the paragraph which is talking about (encouraging the consumption of foreign products) ranked the second.
(C) The lowest paragraphs in terms of the relative weight of paragraph argument: (frustrated from creative and productive ideas for students).
Paragraph (d), followed by the theory: (limiting attention to scientific research and development and economic progress).
2. own results for the second axis (the means of cultural penetration) and included (11) paragraph and got the relative weight (0.85) This is the result a strong indicator of the availability of many means of cultural penetration among students in Palestinian schools were as follows:
A- higher paragraphs in terms of the relative weight of paragraph argument: (The media video and audio of the most important means by which contributed to the cultural penetration within the school community).
B- argument came after paragraph (helped informatics and technological revolution to the rapid spread of globalization in all its dimensions).
C- inferior paragraphs were in terms of the relative weight of paragraph argument: (Globalization through cultural flatness beyond the intellectual and thereby reduce the ability to be creative).
d- followed by the Paragraph saying : (donor institutions to intervene in the affairs of educational goals and educational institutions in Palestine).
3. The results of the third axis (the methods of facing of cultural penetration) and included (9) relative weight paragraphs (0.64) This result has shown the weakness of the available methods in the face of cultural penetration in educational institutions, and were as follows:
A higher paragraphs in terms of the relative weight of paragraph argument: (educational institution facing cultural penetration through the integration of educational, informational message in his education).
B- came after paragraph argument: (urges educational institutions to the Palestinian national unity to curb the attempts of cultural penetration.) In second place.
C- The lowest paragraphs in terms of the relative weight of paragraph argument: (watching educational institutions, projects and grants to local civil society organizations and external.).
d- followed by the Paragraph saying (the decision-making circles in educational institutions to adopt the programs and activities of the challenge of cultural penetration).
Second:
the implementation of personal interviews of open type interviews with a group of educational leaders in the Palestinian Ministry of Education and education, which includes a number (20) to discuss what follows, during which:

Some officials said that there is a set of plans and operational procedures of the Ministry of Education, which was developed to address the severity of the cultural penetration, they have indicated that it a few is not enough, and pointed others to each failure to a variety of reasons, which include weakness of the leadership team of managers and not to identify activities with details and clear The inefficiency of implementing staff and poor skills.
3. number of officials at the Ministry of Education highlighted the lack of what is being implemented procedures at the Ministry of Education, to follow up on grants reflections and aid to educational institutions and limit the penetration Cultural and attributed it to the lack of coordination between the directors of Education and the Ministry in this regard. As a number of other officials, they pointed out that donor institutions may impose certain conditions, which may interfere with the overall objectives of the Ministry and overlooked to attract those grants, has been attributed to a lack of funding for the education sector. Another official noted that managers are reviewing these programs and errors caused and its impact on students’ thinking that, and put treatment programs for each is inconsistent with our values and our culture and community.
4. Some officials in the Ministry of Education said that the ministry has made efforts not too bad in this area, but these efforts have not reached the competitive level required, and those procedures established the Ministry of Education and educational radio educational, but it lacks the attraction and thrill .
The proposed visualization
Based on the results of the theoretical study and field study, and then to identify the dimensions of cultural penetration, and the means and channels that comes through which cultural penetration, and out of the Palestinian community is facing attempts a cultural breakthrough, at a time which was considered to education as a community tool and Oselth Home; for the prevention of hegemony and the attempts of cultural penetration, we find it - no education - especially in the form of formal no longer able to carry out its mission, the required by internal and external factors, in terms of education became himself targeted by the forces of cultural penetration, and even became a gateway chairman of this breakthrough and in light of the cultural reality.
