The WTO organizational structure includes several agreements, each of this is related to a specific sector. The most important of these agreements are that related to the services sector, which called the General Agreement on Trade in Services (GATS). It is the first multilateral agreement is concerned with the implementation of the (WTO) principles on international trade in services to liberalize gradually. The agreement covered a number of tradable services and classified them into twelve major sectors, These sectors are divided into several sub-sectors. The banking sector is one of the most important of these sub-sectors. Iraq is one of the countries that wish to join the World Trade Organization the present time through the request for membership submitted by him since 2004. Certainly, the accession means a new stage must be prepared for the Iraqi banking sector with all its challenges and developments in terms of competition that arise between its units and foreign banks that enter the banking market. The study consists of four chapters: The first is review how the trade of banking services liberalized under the World Trade Organization; the second includes the general framework of liberalization at the local and international levels, as well as review two experiences of countries, South Korea and Mexico; the third dealt with the reality of the Iraqi banking system and its developments during the period, while the last chapter included a proposed strategy for the liberation of the Iraqi banking system. The study found several results, the most important of which is the lack of observance of the basic conditions for the liberalization of the Iraqi banking system, which was in 2004, which resulted in a distorted banking sector, and this liberalization did not achieve the minimum goals, and did not witness the financial activity and efficiency in reducing the cost of funding, therefore, it is currently not prepared to join the World Trade Organization and comply with the rules of the GATS.
