Abstract
sources of fund they depend on, the main challenges and obstacles faced/ing them and how they deal with, what factors they consider the reason of their success and any other aspects related to their experiences that need to be shared. The four chosen case studies are all highly used publicaly owned UPSs in Cairo but representing different governance models.
The conducted studies proved that the governance models of Cairo’s UPSs provision/ development to great extend are on the same pace with the successful international experiences with different levels and that both the governance and economic developed frameworks can be successfully used as helpful guidance when providing /developing Cairo’s UPSs. However in many cases the credit for the success in mentioned cases goes to the main governing bodies themselves and the local government support but not to the official and well-structured systems that control the involvement of different sectors for more benefits and less negative impact due to the collaborative knowledge produced by other successful cases.
Also unfortunetly the reviewed successful case studies showed that Cairo’s UPSs still depend on gates which completely opposes the main definition of being publiceither to control the overcrowding, control users’ violent acts, or compensate the shortage in fund or their reasons.
By the end of the thesis a solid and well defined guidelines and recommendation concerning UPSs’ governance/managment dimension and economic sub-dimension were produced. The guidelines and recommendations are meant to be used by Cairo’s
policy and decision makers and UPSs’ development initiators to reach successful provision/ development of UPSs that would lead to positive impact on Cairo’s communities and the vitalization of the city.
