The legal regime for marine scientific research is an important part of the traditional and contemporary international law of the sea; the management of increasing marine scientific research in marine areas under the sovereignty of the coastal State has become a subject of different and complex legal significance, and the extent of the exercise of the sovereignty of individual coastal States varies widely, Uncertainty about the actual extent of the sovereignty of the coastal State over the offshore areas, thereby contributing to the creation of legal problems, particularly under the principle of freedom of the high seas. Objective of the study: The objective of the study is to review the general rules and principles of international law of the sea for marine scientific research in the seas and oceans, in conformity with the actual or potential international legal problems of the management of scientific discoveries and research in the marine environment and to examine the development of the rules of international law in relation to special provisions The organization of marine scientific research, and the interest in showing the positive and negative aspects affecting both the rules of traditional international law and the rules of contemporary international law. We concluded the study with several recommendations, including : 1 - States and competent international organizations shall cooperate with each other in the free exercise of marine scientific research for peaceful purposes and for the benefit of mankind alone through the establishment by national coastal States of national laws and legislation that facilitate the conduct of marine scientific research, especially in their maritime zones under their sovereignty and the abuse of their authority to consent To conduct marine scientific research, provided that marine scientific research institutions are committed to respecting the laws and legislation of coastal States and to respect their security and sovereignty and that such research does not involve non-peaceful purposes.2. Developed countries with scientific, human and financial resources should provide all support to developing countries to increase their capacity in marine scientific research by training their scientists on marine scientific research activities and involving them in the research projects of these countries, Equipment and modern research tools to develop their capabilities in the field of marine scientific research, so that it benefits them and all mankind.
