This study tackles the present situation of publishing in Electronic Learning Programs of Egyptian Universities. Owing to the continuous and simultaneous of electronic publishing services, this dissertation aims to highlight the effect of electronic publishing on the works and procedures of information centers. The study attempts to provide a future ideology showing the technical concepts of electronic publishing and indicating the extent to whichelectronic publishing can affect the information services and scientific research. The study focuses in particular on the role of the internet in scientific electronic publishing and the methods by which educational centers can get benefit from such world net.In this way, these centers can provide electronic servicesincluding traditional and updated scientific sources accompanied with highly easy access of information. As for the spatial limit of the study, it discusses the electronic publishing in electronic education centers of the universities, taking into consideration that these institutions usually follow specific policies and procedures (traditional & updated). Yet, the time limit of this study extends to theses and dissertations conducted over a period of 16 years(from 2000 to 2016). The results of the study show that electronic publishingbrings rather fewer financial benefits in comparison with the paper-based-forms. The results assert that electronic publishing has contributed greatly in conducting much more scientific research, yet it is difficult to ignore the traditional forms completely. On the contrary, the traditional publishing should continue in parallel with the electronic one. The results indicate that administrations of universities give less attention to such publishing.The recommendations of the study call for giving real consideration to the projects of electronic publishing since this will support the educational programs either directly or indirectly. There should be general awareness, dictating the role of information in the comprehensive development and the future of electronic publishing. The academic society of universities and scientific research centers should explore the updated methods of electronic publishing. Moreover, Egyptian universities should trace the world experiences in the field of electronic libraries. Key words: Publishing- electronic- traditional- libraries- Egyptian Universities
