the problem of the study Crises and disasters are now an integral part of the fabric of contemporary life. Crises and disasters have become a daily reality and crises are no longer new If we live in a world of crisis, the crisis becomes a reality Whether we admit it or not, this difficult reality requires a concerted effort to counter it. The crisis is a situation that requires great efforts to identify its variables and explain its phenomena Attempting to control events, avoid risk and deal with this situation requires an in-depth vision of events It also requires an open mind to recognize all the dimensions surrounding the crisis and disaster Finally, a future vision to anticipate developments. Through the above, the problem of the study is determined in the following case To what extent does the commitment to good governance indicators contribute? (Transparency- Accountability- Social Justice- Participation - Strategic Vision) In the management of crises and disasters in the community? Is it expected that the level of planning stages of crisis and disaster management in the community is high through indicators? (Goal setting stage - plan development - plan implementation - follow-up - evaluation)? Is there a statistically significant correlation between the application of the dimensions of good governance and the planning of crisis and disaster management in the community?
Second: The importance of the study:
1. Crises and disasters of all kinds, one of the biggest and most serious obstacles to the advancement and human development For any nation because of its devastating effects on human beings, the environment and the economy.
2. Increasing crises and societal disasters, increasing the number of those affected and exacerbating the effects The number of deaths in 2007: 2010 is about 18318 cases, The number of infected 189096 cases as a result of disasters and crises in the various community suffered by the Arab Republic of Egypt.
3. The importance of social planning efforts in social work In finding ways of coordination, cooperation and planning between the various independent sectors in the face of crises and disasters .
4. Scarcity of studies and research within the limits of the researcher, which dealt with the study of governance Rationality as a variable in the planning of crisis and disaster management in the community.
5. The need to pay attention to the moral change of citizens affected by crises Disasters through a change in values, customs, traditions and behavior And trends to deal with the negative effects of these crises to minimize them and to mitigate them if possible.
6. Increasing crises, natural disasters and others, increasing the number of those affected and exacerbating their negative effects This requires the increasing interest of the Ministry of Social Solidarity in providing services to those affected.
7. Try to reach a set of results that can be used As data contribute to understanding how to deal to develop a culture of dealing with crises And disasters in order to ensure readiness to deal with them in the future as preventive measures.
8. Global focus on governance as a modern concept and promote it globally Present and its importance in providing rights to citizens and enabling them to participate.
Third: Study Objectives:
(1) Determine the level of dimensions of good governance in community and crisis management planning.
(2) determine the level of planning stages of crisis and disaster management in the community.
(3) Identify the dimensions of governance that are most relevant to community and crisis management planning.
(4) Identify the difficulties of implementing good governance in community and crisis management planning.
(5) Identify proposals to activate the application of good governance in the planning of crisis and disaster management in the community.
(6) Attempt to develop a proposed plan of action for the management of crises and disasters in the community within the dimensions of good governance.
Fourth: Study Assumptions:
(1) The first hypothesis: ”The level of dimensions of good governance in community crisis and disaster management planning is expected to be moderate”:
This hypothesis can be tested in the following dimensions:
1. Respond to humanitarian needs.
2-Transparency
3. Accountability
4. Social justice.
5. Strategic Vision.
(2) The second hypothesis: ”The level of planning stages of crisis and disaster management in the community is expected to be moderate”:
This hypothesis can be tested in the following dimensions:
1. The stage of preparing for crises and disasters.
2. Intervention to face crises and disasters.
3. The stage of mitigating the effects of crises and disasters.
4. The stage of recovery from the effects of crises and disasters.
(3) The third hypothesis: ”There is a statistically significant positive impact relationship between the dimensions of good governance and planning for crisis and disaster management in the community.”

(1) ) The results of the study showed that: ”It is expected to be a level The dimensions of good governance in the planning of crisis and disaster management in the community are average, which makes us accept the first hypothesis of the study.
