This study aims to monitor the role of the private sector in increasing settlement rates in the private sector in the United Arab Emirates, specifically in the Emirate of Dubai. Study Approach : Based on the aims of the study and the data to be obtained to know the impact of the employment of citizens in the private sector in the United Arab Emirates on the development of human resources, the researcher will rely on the descriptive analytical approach that depends on the study of the phenomenon as it is found in practice by applying to localizing jobs in the private sector in the UAE The United Arab Emirates, its precise description, and its quantitative and qualitative expression. Study tools: The study relied on the questionnaire as a structured methodological tool to collect data and information from the vocabulary of the sample from workers in the private sector in the United Arab Emirates in the Emirate of Dubai, and this was done by including a set of measures and various questions. Each group represents one of the axes of the study’s interest. The study sample : The study was conducted on a random sample consisting of (100) male and female researchers with different age groups among UAE nationals and residents in the Emirate of Dubai. When choosing the study sample, it was taken into consideration that it be representative of the research community, in addition to the owners of private sector institutions to conduct the field study. The study reached several results: - The study revealed the presence of medium to high trends towards work in the professions and jobs of the private sector, which is a change from those trends in the past when work in the private sector was an unacceptable place for citizens of the United Arab Emirates, because the prevailing culture of working in the private sector involves Because of the lack of desirability of jobs, and thus the unwillingness of young people, they were completely restricted to foreign workers. - The study showed the existence of a statistical relationship between the complete replacement of foreign workers and the effect of that on various aspects in the country and the extent of foreigners ’contribution to progress, and foreigners monopolized many jobs. -The study proved that there is a statistical indication of the replacement of foreign workers without graduation, the most recent defect in the development of human resources, because the replacement affected many jobs on the development of human resources and the nationalization policy did not meet all the needs of the labor market. Therefore, investors faced many problems when starting the nationalization policy. - The study showed that hiring a national worker without the necessary preparation and planning leads to an imbalance in the workforce due to the fact that the owners of small enterprises want to contract with foreign workers due to the lack of salary. - the study showed that the Emirati worker is not satisfied with working in hard work, such as industrial professions such as plumbing, construction and others, which may create a deficit and need for these professions, which leads to the appointment of foreign workers for work in hard work. - It also indicated the lack of training and selection to work by testing capabilities and other methods that may lead to failure to reach the desired goal in the desired manner. - The study showed that carrying out extensive studies and working to publish them may improve the current picture of work in the private sector. - There are also no references or sources for data or information about the Emiratisation file in the United Arab Emirates, which resulted in the researcher using websites to obtain a lot of data and statistics in the theoretical framework. Recommendations: The private sector has a major role in the localization and development of human cadres along with the government sector, and government development plans seek for the private sector to have the largest role in absorbing newcomers to the labor market during the coming periods as it is more vital and active as well as the rapid growth and expansion of the private sector compared to the sector The government, which alone has become unable to absorb the increasing number of citizens who seek their right to remunerative work. Despite the clear role that the private sector in the United Arab Emirates has played in this aspect, it could be more extensive for more newcomers to the labor market if the incentives were available to it that help it expand and develop so that it becomes more attractive to human resources and within this framework, the study recommends With the following: First: To motivate human cadres to join the private sector: - Study raising the minimum basic wage for workers in the private sector, to a higher number than is currently in force and it is suggested in this regard to be guided by the experiences of the Gulf Cooperation Council countries, including the experience of the Kingdom of Bahrain. - Compensation for workers who work during the official and national holidays on a daily basis that he permits in lieu of one working day, and this applies to his leave for Eid al-Fitr and Eid al-Adha. - Equality between the private sector and the public sector in official holidays and events (Eid Al Fitr, Eid Al Adha, National Day and other occasions). - Immplementing obligations related to occupational health and safety regulations and improving the formulation of work injury benefits in a way that guarantees the worker his full right. - Giving priority in employment to the people of the region in which the project is based. - Preparing job descriptions and completing regulations and systems for all companies and institutions. - Promoting small and medium enterprises by assigning some works to them from subcontracting to them after making sure - as much as possible - that these enterprises do not fall within the institutions operating in hidden trade. Second: Raising the capabilities of the private sector so that it can provide more job opportunities for human cadres, both in employment and in settlement: - Reconsidering the governmental system concerned with private sector issues towards interacting in a more flexible manner in considering the issues that hinder the sector’s work and limit its ability to expand. - Correct procedures and policies so that the process of starting and managing business activity becomes easier and more streamlined, which will lead to a boom in small and medium enterprises. - Developing economic policies to create an enabling environment in which the private sector operates with confidence that stimulates investment and job creation in the private sector. - Improving the entrepreneurship environment by providing financing opportunities to assist entrepreneurship and private investment. -Organizing the distribution of commercial and industrial areas in line with the needs of the local community, which help create investment and employment opportunities Third: Encouraging education and training for more employment and Emiratisation: - Establishing the concept of community participation for the private sector in training and investing the citizen human cadre in the long run. - Emphasizing the importance of qualifying leaders concerned with training according to what supports the strategy supporting training as a long-term investment. - Providing governmental support, budgets and resources needed to implement private sector strategies regarding citizen training. - Encouraging and encouraging workers to train and highlight its importance through a link with professional incentives. - The importance of developing a national strategy for training citizens working in the private sector at the state level and defining the roles of the parties involved in the training process so that the objectives, regulations and mechanisms of organizing and implementing the training programs and the necessary support are defined. - The importance of distinguishing the private sector institutions that train their employees by giving them specific material and moral incentives in order to encourage them to continue training and motivate other institutions to follow suit. - Developing programs to prepare national leaders for the investment of national cadres in the private sector, enhancing their participation in decision-making, and achieving a competitive advantage for their institutions.
