Whereas the electoral structures are defined as ‘structures which are followed to express the will of the people through elections, and these structures are significant for sorting and identifying the elected representatives. Consequently, the electoral structures differ from the voting right. Voting right and its organization is a previous stage of the electoral structure; these structures are necessary in practice as they focus on complex, specific, technical approaches.
The concept of the electoral reform is mainly related to improve the reaction of electoral processes for the aspirations and hopes of the electorate, but it is hard to consider any process of change as an electoral reform unless it focuses generally on improving the elections and what the voter feels about his important presence in this main process as its focus and by promoting more neutrality, for example, inclusiveness, transparency, integrity or accuracy. Random or repeated electoral changes can contribute to mislead voters, even if they aim originally to introduce reforms, which may lead to their failure to achieve the intended purposes, in addition to the possibility of this negative effect on the sustainability of the electoral administration and undermining its performance.
In addition, any improvements made to the electoral process cannot be considered as reforms unless they relate to the details of the electoral process and its parts, such as the electoral structure for example, as its concept is much broader than that. This study suggests three clear areas for electoral reform, which can be summarized as follows: Reforming the electoral environment, reforming the legislative framework governing elections, and reforming the electoral administration.
The thesis exposes these reforms by studying, researching and analyzing in respect to comparative experiences to reach the proposal of the most appropriate electoral system for Egypt during this stage, which is the open list system and individual voting. This study, as well, reviews mechanisms, means of its application, and the appropriate environment as well as the necessary reforms to implement the proposed electoral structure.
