Abstract : This Research aims to determine the relationship between organizational Cynicism and psychological capital, - An applied study on Telecom Egypt employees in Mansoura.”. In order to collect primary data, a questionnaire was designed and randomly data has been collected from some employees in Telecom Egypt. The sample size was (219) and the response was (180) single, at 82% of the total sample, The researcher used the Cronbach alpha coefficient to calculate the reliability and validity coefficients, while the correlation coefficient and the multiple regression analysis method were used to analyze the field study data, The Results of the Research show that there is a significant correlation relationship between Organizational Cynicism dimensions and Psychological Capital dimensions in Telecom Egypt Company. In addition, there is a significant effect of Organizational Cynicism dimensions on Psychological Capital in Telecom Egypt Company. Synopsis: Introduction: Organizational cynicism is a negative attitude that an individual has towards the organization in which he works, where the individual has a belief that organization lacks integrity and straightness added to the presence of negative feelings and emotions towards the organization, It is also a response to a history of personal experiences and experiences in the work environment, It is likely to change in some of it over time as individuals’ experiences change, On the one hand, and on the other hand, the psychological capital represents a positive psychological state that is capable of development, which enables the individual to act, ability and innovation to achieve his goals and the goals of the organization as a whole. 1st: The Importance of the Research: This research is considered to be important on both the scientific and practical levels as follows: a) The Scientific Importance: - The absence of Arabic or foreign writings has been done in the field of studying the relationship between Organizational Cynicism and Psychological Capital within the limits of the researcher’s science, and therefore this research comes as a follow-up to recent trends in organizational and behavioral studies, as it represents a modest addition to the Arab Library in one of the important topics in the field of business administration. - Scientific rooting for the concept of Organizational Cynicism and identifying its dimensions, characteristics, importance and factors affecting it. - Scientific rooting for the concept of Psychological Capital and identifying its dimensions, characteristics, importance and factors affecting it. Especially in the absence of studies that dealt with these concepts through study and analysis in a single model, and then this study represents an attempt by the researcher to root these concepts. b) The Applied Importance: The applied importance of this research is derived from: - To benefit from the results reached in helping those in charge of the affairs of the Egyptian Company for Communications in Mansoura in evaluating and raising the performance of employees (it is proved that there is significant impact of organizational cynicism on psychological capital. - Attempting to direct the attention of company leaders to take into account the reactions of employees, when drawing up human resources policies, because of these policies and processes of the effects on employee behavior. - The field of application is considered one of the vital sectors in the telecommunications field in the Middle East, as the Egyptian Company for Communications is working to shape the future of services in Egypt and the region by being the best integrated operator (land-line-internet-mobile) ,And that is by focusing on customer service at a professional level, and the importance of paying attention to it increases with the increase in competition between existing telecommunications companies, one of whose pillars is based on human resources, by identifying the factors affecting it, and thus helping to achieve the company’s goals efficiently and effectively and in a manner that guarantees Excellence and competition in the labor market. 2nd: The Research’s Problem: The research problem is to answer the following two questions:  Learn about availability the dimensions of organizational cynicism.  Learn about availability the dimensions of psychological capital. 3rd: The Research’s Objectives: In the light of the research problem, the researcher seeks to achieve the following objectives: 1- Determine the nature of the relationship between both Organizational Cynicism and psychological capital in the research community. 2- Knowing the significant impact of Organizational Cynicism on psychological capital. 4th : The Research’s Hypotheses: Based on the research problem and to achieve its objectives, this research tests the validity of the following hypotheses: 1- There is no significant correlation between organizational cynicism and psychological capital in the Egyptian Company for Communications, Mansoura Branch, and this hypothesis is useful in achieving the first goal of the study objectives. 2- There is no significant impact of organizational cynicism on psychological capital in the Egyptian Company for Communication, Mansoura Branch, and this hypothesis test is useful in achieving the second goal of the study objectives. This hypothesis is divided into the following: 2/1 There is no significant impact of organizational cynicism on self-efficacy. 2/2 There is no significant impact of organizational cynicism on hope. 2/3 There is no significant effect of organizational cynicism on optimism. 2/4 There is no significant effect of organizational cynicism on resilience. 5th:Research’s Framework: This research consisted of four chapters in addition to references, appendices and abstracts as follows:  Chapter one: The researcher deals with (preamble, the conceptual framework of the research, the previous studies, the exploratory study, the research problem, the research objectives, the research assumptions, the research importance, the methodology of the research, the research framework).  Chapter two: Theoretical framework of the research variables.  Chapter Three: The analytical research of the field research data.  Chapter Four: Summary of findings and recommendations.  References.  Appendix.  Abstracts. 6th:The Findings of the Research. The researcher reached a number of results: 1- There is significant correlation between the dimensions of organizational cynicism and the dimensions of psychological capital in Telecom Egypt in Mansoura. 2- There is significant impact of organizational cynicism on psychological capital in the Egyptian Company for Communication, Mansoura Branch, 2/1- There is significant impact of organizational cynicism dimensions on hope. 2/2- There is significant impact of organizational cynicism dimensions on self-efficacy. 2/3- There is significant impact of organizational cynicism dimensions on resilience. 2/4- There is significant impact of organizational cynicism dimensions on optimism. 7th: The Research’s Recommendations. The researcher offers a set of recommendations as follows: a. Recommendations for the management of Telecom Egypt Company in Mansoura: 1- The necessity to pay attention to eliminating the causes of cognitive cynicism and treat it because of its negative effects on psychological capital. 2- The necessity to overcome all causes of emotional cynicism, which may result in strong negative emotional reactions to the company. 3- The necessity to pay attention to the treatment of behavioural cynicism in the company, which is represented in the tendency of individuals to carry out abusive and insulting behavior towards the company. b- Recommendations for researchers in the field of human resources for future studies: The researcher recommends conducting more research related to human resources and organizational behavior, which can be presented as follows: 1- Study the relationship between organizational cynicism and the rate of work turnover. 2- Study the relationship between organizational cynicism and work stress. 3- Study the relationship between organizational cynicism and Quality of work life. 4- Study the relationship between psychological capital And strategies for facing organizational conflict. 5- Apply this study in other sectors.
