Abstract

A brownfield site refers to an abandoned and contaminated industrial land that has high levels of dangerous waste and pollutants. The carelessness of former industrial sites ”Brownfields” has aggressively affected urban scenes all through the industrialized world. Brownfield redevelopment has lately risen as a maintainable land utilizing technique and force for urban redevelopment. These brownfield sites cause many side effects in communities, environments and human health. This thesis discusses how the redevelopment of brownfields leads to a healthy and safe community, how they could be a potential for urban development. It investigates the role that brownfield‘s redevelopment can play to communities‘ development. It uses their classifications as a base for investigating their development potentials and approaches. A theoretical model has been conducted through analyzing different international examples explaining the way for making a decision in regard to land management within a certain perimeter to reach sustainable development applying the three aspects (environmental, economic and social). Three approaches and a grade of significance also have been extracted after analyzing the 12 international examples and the criteria of the redevelopment success achieved by each example. The case study is conducted in Alexandria, Egypt. First, the statics for brownfields in Alexandria are determined by showing the difference between the general strategic plan for the city of Alexandria in 2005/2017 and the 2032 proposed plan which shows the exact places of brownfields in the present time. Then, two different case studies are mentioned in details to discuss the position of Egypt in regard to brownfields development and analyze both projects according to different urban development aspects. These two projects are (the case of Al-Mahmoudiya axis development (Artery of hope) project and the case of the International Park / El-Hadika El-dawlia (The new downtown for Alexandria) which considered the most vital brownfield development projects in the whole city. Brownfields might be turned into schools, hospitals, parks, plazas or green areas, residential compounds, factories or any other land use that leads to the urban development of the society. It depends on the types, approaches for development and the goals of the government for redeveloping a certain brownfield site. The analytical study findings assure the close linkage between the three aspects of sustainable development and the necessity of their fulfillment as guarantee to the success of brownfields redevelopment process. It shows that the absence of one of these aspects during the development process could break the sustainability circle. At the End of the research, Conclusion and recommendations are mentioned to help communities, governments, stakeholders and other bodies to reach the most optimum use and the sustainable urban development for brownfields. Also some recommendations are mentioned specially for the competent authorities in Egypt dealing with brownfields‘ problems.
