The Summary of study
First - problem of the study:
The school is a social institution that serves the community and shares with the families from which the students come, as the school and family are responsible for teaching students’ social values and that is to carry out social responsibility towards their community, and the school is an essential part of modern society, so its structural structure and functional entity both stem from the conditions of society and are subject to motives, And the prevailing attitudes in society.
The school, like social organizations, is characterized by an interactive dynamic, which is evidence of the increase in the stage of specialization and the nucleus that created for us the educational social system in our modern society that can determine for us the patterns of social behavior that members of the community follow in their relationships and interactions, so the high school represents a social environment and a cultural medium with its traditions, goals, philosophy and laws that were developed in a manner that is consistent with the culture, goals and philosophy of the large society that is a part of it, in which it interacts with, influences and is affected by it in order to achieve its political and social goals.
The presence of the school social worker is a necessity required by the policy of expanding education and looking at the school as an educational institution in addition to its educational function, and the teacher and the school social worker participate in caring for and directing students, and the social worker directs his attention in particular to help students whose cases require longer time and more effort in contacting the student. His teachers and family members.
Hence, the parent councils, trustees, and teachers are an important element in linking the school with the community, and despite the importance of the role assigned to these councils as a form of participation to improve the educational process, there is an indication that the parent councils in our schools have not been well organized and suffer from multiple problems, and they no longer play their role. The stipulated text was characterized by a formal aspect, so that, as some see it, it has lost its value and importance.
Hence, the problem of the current study was identified in evaluating the extent to which the boards of trustees in secondary schools achieve their goals.
Second - Importance of the study:
1- The importance of this study stems from the objectives of the evaluation, which is in the fact that the extent to which the councils of parents, trustees and teachers are determined to achieve the goals entrusted and specified in the official list.
2- Through the evaluation methodology, the positive aspects are identified and maximized, as well as the negative aspects, and an attempt to avoid them.
3- This study benefits from the data of the method of community organization and its mechanisms in organizing and conducting various activities related to the objectives of the Parents’ Councils, Trustees and Teachers.
4- The lack of previous studies in social service in general and the board of trustees and teachers in particular that dealt with techniques of the method of organizing society in helping the boards of trustees in communicating with the family and the school to the best of the researcher’s knowledge.
Third - Objectives of the study:
1- The extent to which the Council of Parents, Trustees and Teachers has established democracy among students.
2- The extent to which the Council of Parents, Trustees and Teachers encourages the voluntary efforts of members of civil society.
3- Extent of closer cooperation between parents, trustees, teachers and members of civil society.
4- Identifying the obstacles that obstruct the Council of Parents, Trustees and Teachers achieving its goals.
5- 5- Reaching out proposals to help the Council of Parents, Trustees and Teachers achieve its goals.
Fourth - Questions of the study:
1- What is the extent of the establishment of democracy among students by the Council of Parents, Trustees and Teachers?
2- To what extent does the Council of Parents, Trustees and Teachers encourage the voluntary efforts of members of civil society?
3- What is the extent of close cooperation between parents, trustees, teachers and members of civil society?
4- How to determine the obstacles that impede the Council of Parents, Trustees and Teachers achieving its goals?
5- How to arrive at proposals that help the Council of Parents, Trustees and Teachers achieve its goals?
Fifth - Concepts of the study:
1- The concept of evaluation
2- The concept of the board of trustees
3- The concept of secondary education
Sixth - Methodological procedures for the study:
1. Type of study: Based on the study problem and in line with its objectives, the current study belongs to the evaluation studies that aim to use data, information and objective evidence to determine the degree to which programs or institutions achieve their goals. Also, the evaluation studies help governmental and private organizations that apply for grants or allowances and aid. Provided that those authorities clarify the extent of the effectiveness of this program or activities that receive support from the concerned authorities to start them or to continue expanding in a specific program.
2. The method used: The study relied on the scientific method using the comprehensive social scanning method for members of parents’ councils, secretaries and teachers in Assiut educational administration schools in Assiut governorate, their number is (118) single.
3. Fields of Study:
A- The spatial domain: The spatial field of study is represented in the councils of parents, trustees, and teachers in the schools of the Assiut educational administration in the governorate of Assiut.
B- The human field: The human field of study is represented in the members of parent councils, secretaries, and teachers in the schools of the Assiut Educational Administration in the governorate of Assiut.
C- The time domain: It is the period of data collection from the minerals, which started on 2/25/2021 AD to 3/2/2021 AD.
4. Study tools:
A measurement form applied to the members of parent councils, trustees and teachers about the extent to which the boards of trustees in secondary schools achieve their goals
Seventh - Results of the Study:
• The results of the study showed that:
1- The level of the boards of trustees in secondary schools establishing democracy among students, as determined by the members of the councils of parents, trustees and teachers reached (2.45), which is a high level.
2- The level of the boards of trustees in secondary schools encouraging the volunteer efforts of members of the local community as determined by the members of the councils of parents, trustees and teachers reached (2.47), which is a high level.
3- The level of trustees in secondary schools documenting joint cooperation between the council of parents, trustees, teachers and members of the local community, as determined by the members of the councils of parents, trustees and teachers reached (2.45), which is a high level.
4- The difficulties that the boards of trustee’s face in secondary schools to achieve their goals as determined by the members of the parent councils, trustees and teachers, were the reluctance of some parents to attend some meetings and the routine procedures related to spending budgets for the implementation of activities.
5- The results of the study concluded that the proposals that help the councils of parents, trustees and teachers achieve their goals as determined by the members of the councils of parents, trustees and teachers were to spread awareness of the importance of the council’s role within the surrounding community and spread awareness of the importance of the council’s role among the components of the school community (members of the teaching staff - Administrators (other disciplines assisting - students), and motivating parents of students to come to school at parties such as honoring the top students.
6- The study reached a proposed future vision from the perspective of the way society is organized to help the councils of parents, trustees and teachers to achieve their goals.
