The study aims to highlight the shortcomings that the performance appraisal approach suffers from, and then find a proposed framework for using a modern performance appraisal model, which takes into account the strategic dimensions derived from the idea of strategic management, and harmonizes the requirements of the evaluation process from the accounting and administrative angles. The study found the validity of the hypothesis of the study in that the introduction of an integrated AHP with BSC leads to raising the efficiency of the balanced performance appraisal system after gaining the status of comprehensiveness in the dimensions it covers, and the generality of the economic units it pursues, where the results of the study indicated that the development rate exceeded 49.3% over the proportion of Maintaining the system is 23.1%, or the percentage of system change is 27.6%. The study recommended the necessity of using the BSC method and the AHP method in an integrated manner in the units of a special nature, and giving the performance evaluation system in the units of a special nature more attention and development by modifying the controls and procedures that are no longer in line with the changing evaluation environment, through the effective operation of non-financial standards; As the basis for all financial profit and determines the directions of the units.
