Study summary : Increased interest in the issue of developing local administration in Egypt and supporting decentralization as one of the priorities for reform to achieve comprehensive development, especially in light of the inability of the central government to meet all the needs of society on the one hand, and the scarcity and misuse of natural and human resources on the other hand. The local government system is an important requirement in the development system, with its roles in creating communication between the central administration at the state level and all popular sectors of society in the governorates, cities and villages. Despite the importance of the role that localities are supposed to play, the auditor of this role believes that it has lost its ability to manage facilities and services as it has reached a level of deterioration and corruption, which has lost it popular support towards government policies in addressing citizen issues. There is renewed hope that local councils will have a real role in monitoring performance and ensuring services reach citizens. Especially since the absence of these councils at all levels - since the issuance of a judicial ruling to dissolve them in 2011 - had a negative impact on the performance of all executive bodies in the governorates, and on the implementation of service projects for citizens. There are challenges facing the local government system in Egypt that prevent the effective pivotal role it plays; they differ according to the influential actors; there are problems that are responsible for the state, and others that fall under the responsibility of the localities themselves, and challenges that are responsible for informal actors such as: political parties, interest groups, So is the media. The main problem lies in the philosophy that underpins the system of localities, as it is an inheritance of the heritage of the central state. And starting from the problems that the local government system suffers in Egypt, it is necessary to formulate a strategic vision to revive the role of localities in a manner consistent with and satisfying the needs of citizens, through a set of measures that must be implemented at the structural and political levels and the level of mechanisms that govern the work of localities. Among the most important of these mechanisms are: amending legislation and regulations governing the work of localities in Egypt, so that the oversight role of local people’s councils is activated and their competencies expanded with the abolition of hierarchy among local levels, amending the conditions for membership of local people’s councils and working to achieve a balance of powers between elected and appointed executive councils While giving the local people’s council the right to question the executive council with clear and specific controls to ensure proper exercise of the right to interrogation. Objectives of the study : This study seeks to reach a main goal, which is:Learn ways to develop localities and raise the efficiency of their performance in light of the information revolution., Through this goal, a group of sub-goals emerges, namely: 1- Disclosure of the importance and objectives of the local administration. 2- Finding ways to develop localities. 3- Defining the importance of the information revolution and the role it plays in serving the community, with the difference between traditional administration and electronic management being clarified. 4- Disclosing the most important characteristics of the information revolution in localities and government facilities and their modern features. 5- To get acquainted with the most important requirements and components of the information revolution and the methods of applying it in localities. 6- Reaching the most important features and elements of the modern electronic gesture. The methodological framework of the study: It is natural for the methodological framework of the study to be related to the theoretical perceptions that it promotes and the research goals that it seeks to achieve. Indeed, the specificity of the research goals imposes on the researcher a broad and flexible methodological framework at the same time, especially studies in the field of work development in localities and what affects the process of development in them, and perhaps That is what imposes on us the necessity of the current study to be an attempt at how to link causes, manifestations and results. 1- Type of study: The current study is considered descriptive method, and the descriptive study is defined as including the study of the current facts related to the nature of a phenomenon, situation, or group of situations. Descriptive research is also concerned with identifying reality, gathering facts about it, and analyzing some of its aspects, which contributes to the work on its development. This type of research is distinguished With its accuracy and breadth and content and scope, this study seeks to describe and analyze the most important secretions of the information revolution that contribute to the development of localities and raise the efficiency of their performance. 2- Study tools: The researcher relied on the questionnaire tool to complete or integrate the quantitative method with the qualitative method, which gives accuracy to the results of the study, by applying it to a sample of employees at the General Office of Dakahlia Governorate, whose categories vary (age, social, educational, and professional status) to represent The study population reached (120) employees, in order to get acquainted with their opinion regarding many of the questions that were included in the questionnaire form on the subject of the study. When designing the questionnaire questionnaire, a remarkable amount of internal consistency and the logical arrangement of research issues and their questions were taken into account, and a number of questions were designed to allow members of the study sample to choose more than one answer, which allows them to move freely in their answers, and the initial test of the questionnaire was conducted to make sure The stability of the tool, as it was applied to the number of (10) respondents, which revealed the need to delete some questions and add others, and work to reformulate a number of questions so that they can be easily understood by members of the study sample in order to achieve the reasons for honesty and consistency. 3- Study Sample: The researcher when studying it cannot perform a comprehensive study of all the vocabulary of the research, therefore he finds only an alternative means that he can rely on, which is to suffice with a small number of these vocabulary that he takes within the limits of time, effort and capabilities available to them and begins to study them and generalize their characteristics to the total and this is called the sample, which is a phrase For the group of individuals who are chosen by one of the known research methods, the research community is the largest social group or the broader phenomenon that the researcher hopes to generalize his research results, and for this the researcher determined the sample size by choosing (120) singles who were chosen from the employees to know I mentioned the impact of the wealth of information on the development of the performance of the localities, and patron of the researcher through the form that the questions are simple and smooth so as not to get tired of the respondents answered. Results : • The results of the study indicated that the majority of the study sample emphasize their accessibility with citizens with ease, as a unit for human rights has been established that is specialized in receiving complaints from citizens and working to solve and respond to them, especially related to human rights, and that unit was circulated in the governorates ’general offices, with the aim of effective interaction and direct communication with Citizens and work to solve their problems and alleviate their suffering. • The results of the study revealed that the administration provides a means to communicate with it for inquiries and inquiries by citizens, as there are all departments with an office to receive complaints, in order to preserve the rights of citizens and to identify the problems they are exposed to during their dealings within those departments, which facilitates dealing with employees, as he stressed The respondents said that there are opportunities for citizens to participate in local institutions in decision-making and local policies, and to cooperate closely in preparing and conducting plans and in the process of monitoring implementation and oversight. • The study confirmed that there is communication by the administration with citizens whose services have been postponed, by contacting them to complete all procedures for their services, as the successful administration is the one who seeks to meet their needs and provide all services to them. • The results showed that the respondents assert their knowledge of the services provided by the electronic management systems applied in the administration, where the electronic management is an integrated electronic system that aims to convert the regular administrative work from a manual administration to a computer management by relying on strong information systems that help in making the administrative decision as soon as possible and in less time Costs. Electronic management can include both internal and external communications of any organization. • The results of the study indicated that the majority of the study sample emphasize the lack of clarity and understanding of electronic management strategies for employees, as the electronic management project is like any other project or program that needs to create an appropriate and conducive environment for the nature of its work in order to be able to implement what is required of it. • The results of the study showed that one of the most important reasons for the lack of mastery of the electronic management system is the absence of training courses, the difficulty of working within this system, and the fact that their specialization is outside this field, due to the lack of the necessary capabilities to switch the traditional electronic management where material and human capabilities are not available. • The results showed that electronic management provides all service needs to employees, as electronic management is a way to improve organizational performance in order to become effective, as it facilitates access to services and allows large numbers of customers to obtain information, which makes the organization more effective, as it starts providing information on a website, Then facilitate mutual communication between agencies, then direct contact with customers, then apply integrated systems of service and exchange. Study recommendations: 1. The necessity of providing internet service to all departments and departments in government institutions and centers, which will facilitate the work of electronic management. 2. Good planning to prepare workers and prepare them for the transition from traditional management to electronic management by holding the necessary training courses to educate them. 3. Holding the necessary seminars, meetings and workshops to remove the concerns of some workers regarding the ambiguity of the concept of electronic management. 4. Encouraging workers in the field of management and preparing them to shift towards electronic management by monitoring good incentive systems to overcome the resistance that some display to the process of change.
