The study aimed to identify the development of modern technology that brought millions of people together on one network، the Internet. And that is through a huge amount of data that increases its capacity in storage and analysis، which is big data that cannot be dealt with by traditional means. Cloud computing is entered to complement its work as a solution to problems facing big data. With its features such as speed، flexibility and ease of access at any time and from any place where the Internet is available. Then another problem approach comes to value engineering، which is an administrative approach to problem solving. He found that the primary goal was to identify the essential roles of big data، cloud computing، and value engineering in cost reduction. A case study was reached to explain the role of the electronic archive، which is considered the fourth supplement to them in providing its services. The study also reached a set of results، the most important of which is insufficient awareness by some state employees of large data technologies or cloud computing، the contribution of value engineering to cost reduction by eliminating unnecessary activity، providing better service because most companies know the user’s inclinations and strive to achieve them. The study recommended a number of recommendations. Recommendations، including holding conferences and seminars to clarify the effective role of both big data and cloud computing، value engineering and activating this role.
