Study summary
First: the study problem
Non-governmental organizations (NGOs) are considered a sector of civil society, but they are the most crystallized and important sectors because they serve the most needy groups by providing a range of health, social, economic services...etc, which are difficult to provide effectively without cooperation and networking between the associations among themselves in order to benefit from experiences among them, as well as in order to raise the level of services provided, especially the electronic networking that appeared recently, which increased cooperation and partnership between associations so that they became an effective role in providing services in terms of serving the largest possible number and facilitating the beneficiaries in terms of time and effort.
Electronic networking between NGOs is a way to strengthen their independence, agenda, capabilities, voice, impact and overall role in society. It is a way towards strengthening partnerships with other sectors, and towards a partnership based on respect, where electronic networking between NGOs facilitates the exchange of information, which increases the effectiveness of social welfare services. The electronic networking transcends the work of implementing projects and providing services to playing the role of advocacy, advocacy, pressure, and participation in policy-making, all of which serves the purposes of needy groups and then develops the provided social welfare services.
Therefore, the main issue of this study is determined in determining the ”requirements for the application of electronic networking between NGOs to develop social welfare services.”
Second: The importance of the study:
1- The importance of this study lies in the fact that it sheds light on the concept of electronic networking as a modern concept, where networking is one of the main factors behind the sustainability of the work of NGOs.
2- The world is witnessing today a major transformation in the field of information technology, and what is happening now is the information revolution and information technology, which made us think seriously about the importance of developing institutions of all kinds in order to keep pace with their performance in providing their services with global performance levels to achieve service quality.
3- The importance of the various means of information technology, including electronic networking, in providing the necessary and appropriate information in order to make decisions at work, due to its speed and accuracy in carrying out tasks, which contributes to the growth of the performance of workers in NGOs.
4- Electronic networking leads to strengthening and developing the role of NGOs and increasing their effectiveness in providing services.
5- The national interest in information technology, which represents the state’s orientation towards the idea of technological transformation in various fields and its connection to sustainable development in light of Egypt’s Vision 2030, where the third dimension focuses on achieving knowledge-based economic growth and achieving electronic transformation.
6- The large number of NGOs in Egypt in general and Assiut Governorate in particular, as the number of NGOs in Assiut Governorate for the year 2020 AD reached about 1,800 NGOs, including 403 NGOs in Assiut. (The official website of the Directorate of Social Solidarity in Assiut)
7- The professional role of the method of community organizing in an attempt to invest the available resources of all kinds or that can be made available, including (information and technology resources) in order to develop the performance of organizations in general and NGOs in particular to provide their services.
8- The importance of social welfare programs and services as a response to meeting the needs of the community and solving its problems.
Third: Study Objectives:
The current study aims to achieve a main objective: determining the ”requirements for the application of electronic networking among NGOs to develop social welfare services.”
It has the following sub-objectives:
1- Determining the administrative requirements for applying electronic networking between NGOs to develop social welfare services.
2- Determining the requirements of communication and information technology to implement electronic networking between NGOs to develop social welfare services.
3- Determining the funding requirements for the application of electronic networking between NGOs to develop social welfare services.
4- Determining the training requirements for the application of electronic networking between NGOs to develop social welfare services.
5- Determining the obstacles to applying electronic networking between NGOs to develop social welfare services.
6- Reaching a proposed vision from the perspective of the community organization method to apply electronic networking between NGOs to develop social welfare services.
Fourth: Questions of the study:
This study seeks to answer a main question, which is what are the requirements for applying electronic networking between NGOs to develop social welfare services?
This question can be answered through several sub-questions, as follows:
1- What are the administrative requirements for applying electronic networking between NGOs to develop social welfare services?
2- What are the communication and information technology requirements for applying electronic networking between NGOs to develop social welfare services?
3- What are the funding requirements for applying electronic networking between NGOs to develop social welfare services?
4- What are the training requirements for applying electronic networking between NGOs to develop social welfare services?
5- What are the obstacles to applying electronic networking between NGOs to develop social welfare services?
6- What is the proposed conception from the perspective of how society is organized to implement electronic networking?
Fifth: Study concepts:
This study includes four basic concepts:
1- Requirements.
2- Electronic networking.
3- Non-governmental organizations (NGOs).
4- Social welfare services.
Sixth: Methodological Procedures:
1- Type of study: descriptive study.
2- The method used: the study relied on the scientific method using the comprehensive social survey method for all officials and members of the board of directors of associations, the importance of which was chosen by civil society organizations, and their number is (170) individuals, And a social survey by means of a deliberate sample of a number of experts and specialists interested in working in the field of electronic networking, as well as some professors of the Department of Community Organization at the College of Social Work who have scientific contributions in the field of technology and electronic networking.
3- Data collection tools:
(a) A questionnaire for all officials and members of the board of directors of associations of the importance that was chosen for civil society organizations.
4- Fields of study:
(a) Spatial field: The study was applied to (5) NGOs that provide social care services to different groups in Assiut Governorate.
(b) The human field: The human field of study is determined by the following: A comprehensive social survey of all officials and members of the boards of directors of the NGOs that were selected by civil society organizations, and their number is (170), And a deliberate sample of a number of experts and specialists interested in working in the field of electronic networking, as well as some professors of the Department of Community Organization in the College of Social Work who have scientific contributions in technology and electronic networking, numbering (10), and semi-structured interviews were conducted with them.
(c) Time range: It is the period of data collection from the field, which started from 2/8/2021AD to 5/9/2021AD.
Seventh: Study results:
1- The results of the study indicated that the administrative requirements for applying electronic networking among NGOs to develop social welfare services came at a high level, and this reflects the role and importance of administrative requirements in strengthening the process of electronic networking between NGOs and working to avoid shortcomings in any aspect of the administration to reach the level of High level of electronic networking.
2- The results of the study indicated that the communication and information technology requirements for the application of electronic networking among NGOs for the development of social welfare services came at a high level, and this indicates that technological requirements are the cornerstone for establishing electronic networking between organizations because they depend on technological means mainly and therefore the necessity Attention to technology from all sides to reach the highest possible quality of the networking process.
3- The results of the study indicated that the funding requirements for applying electronic networking among NGOs to develop social welfare services came at a high level, which reflects the need to provide the necessary financial allocations to establish electronic networking among NGOs.
4- The results of the study indicated that the training requirements for applying electronic networking among NGOs to develop social welfare services came at a high level, and this reflects the need to provide training programs, workshops and all the training needs of NGOs and their employees to practice and use electronic networking.
5- The study revealed some of the difficulties facing the application of electronic networking among NGOs, such as weak funding and lack of financial allocations, weak financial support allocated to research and studies in the field of information technology, poor awareness of the importance of applying electronic networking to activate the partnership between NGOs, lack of efficiency of computers Available in associations, the difficulty of forming the administrative and functional structure for electronic networking between NGOs.
6- The results of the study resulted in a set of proposals for the application of electronic networking among NGOs, such as providing the necessary trainers for training on electronic networking, providing sufficient funding for the application of electronic networking, raising the level of the technological infrastructure necessary for the application of electronic networking, applying electronic management in various sectors in NGOs, organizing Seminars, lectures and workshops to introduce the modern technologies needed to implement electronic networking.
7- The study came up with a proposed vision for the application of electronic networking between NGOs from the perspective of the method of community organization.
This vision includes the following components:
1- The basis for constructing the proposed concept.
2- The objectives of the proposed vision.
3- The strategies on which the proposed scenario depends.
4- The techniques used in the proposed scenario.
5- The tools and means used by the social organizer in the visualization.
6- The dealing patterns that the social organizer deals with in the proposed scenario.
7- Scientific models and theories guiding the work of the proposed vision.
8- Factors for the success of the proposed scenario.
