Proceeding from the special importance of university education, the university, and university professors, workers and students, has enjoyed a distinguished and prestigious position by the members of society, and in light of the large increase in the number of students coming to university education and the material and monetary resources allocated to it, and the challenges it faces that deserve all attention, The goals sought by university education face many obstacles and problems that may limit the achievement of these goals and consequently the negative impact on achieving the mission of university education, especially in developing countries, which calls for the application of e-government as one of the requirements of comprehensive quality in university education, where information technology applications are taken advantage, and communications in order to raise the efficiency of performance and reduce university work procedures for the benefit of everyone (students, administrators and faculty members). Hence, the study imposes some important questions, which are as follows: 1- What is the importance of applying the concept of e-government to achieve total quality in the field of university education? 2- What are the requirements for applying e-government as one of the requirements of total quality in the field of university education? 3- What is the actual reality to determine the obstacles to applying e- government at the university in light of contemporary global and regional challenges? 4- What are the future works for the success of e-government in the field of university education to achieve its sustainability? A After asking a set of questions imposed by the study, it was necessary to have clear answers and objectives on which the study is based, and we deal with them in seven chapters, and the main themes of these chapters can be clarified as follows: The first chapter is the general framework of the study and we find in it a preface, the nature of the study problem, the importance of the study, the objectives of the study, the study’s questions, the study concepts, the theory of social capital. The second chapter is Previous Studies, in which we find Arabic studies, foreign studies, commentary on studies, international and Arab experiences in the application of e-government and total quality in the field of education. The third chapter is e-government, in which we find the emergence and development of e-government, e-government framework, e- government application strategies, the role of strategic management in e- government, e-government between e-management and smart government. The fourth chapter is e-government and the methodology of digital services directed, in which we find a preface, e-government and digital transformation within the development of e-government in light of the scientific technological revolution, the application of digital signatures in e-government (digital signature and digital certificate), the role of knowledge society in building e-government, digital transformation One of the pillars of sustainable e-government, the impact of technology and e- governance in achieving the quality of e-education, e-government and e- governance, new requirements for transparency, parameters of success criteria in the implementation of e-learning.
