a)Introduction:
Education in general and especially Al Azhar sector in modern times faces challenges that requires reconsidering its goals and application. That matter requires educational systems to fulfill their role in the best way to face these challenges. They also have to work on introducing new version of education including dynamic properties, experiences ,skills and knowledge for learners to prepare them to the age of informationism to keep up with the progress in the view of what the economical field witnesses of increasing and widening the range of competition in both private and public sectors .This competition has exceeded the borders to become international aiming at reaching leadership. This progress recognizes only the leader and there is no place for the follower,
Developing any institution to reach excellence requires providing a number of facilities, the most important of them is the effective highly-skilled leadership as it has an essential role in formulating the goals and purposes of the organization, beside achieving attachment with the surrounding atmosphere, in addition to activating its elements and self-abilities. This makes the developed congnitive leadership one of the most important elements and mechanisms of managing excellence since it overtakes setting the principles criteria and the correct executing of plans and the programs which ensure that the institution will achieve excellence management.
The EFQM model is a very important tool to evaluate the professional status of the employees inside the educational institution and how powerful and progressive it is. This model provides a tool to support the work of these institutions aiming at reaching a balance with better priorities, well employment of human sources ,and making a realistic work plan.
b)The problem of the study survey:
The problem of this study can be summarized in the following questions:
1-How can we improve the performance of AL-Azhar institutes in Egypt in the view of the EFQM model?
2-What is the meaning of institutional performance and its theoretical bases?
3-What is the real status of the institutional performance in Al-Azhar institutes in Egypt? What are the barriers and problems which hinder improving this performance in the view of the European excellence model?
4-What are the suggestions and mechanisms through which we can improve this performance according to The European model?
c)Objectives of the study
the study aims at:
1- Clarifying the institutional performance principles and theoretical bases.
2- A knowledging The European model and its principal framework.
3- Characterizing the real status of the institutional performance in Al-Azhar institutes in Egypt.
4- Detecting the barriers and problems which hinder improving this performance
5- Creating a vision to improve this performance through the European model.
d)The importance of the study:
the study is one of the latest topics depending on an entry of the modern excellence, which is the entry to the excellence of the institutional performance according to the model of European excellence.
1-It satisfies the needs of Al-Azhar institutes as it plays a vital role in improving the institutional performance ,especially, under the declining status of this religious education type.
2-This study contributes to attracting the attention of the officials responsible for the educational process, in general, and especially Al- Azhar , to benefit from the European model to achieve the administrative excellence in Al-Azhar institutes
3-Planners and educational policy makers in Egypt, especially Al-Azhar sector, make use of this study .
4-Researchers in developing Al-Azhar education may use this study to recognize the real status of education in Al-Azhar institutes .
5-This study helps planning, executing and assessing correctly the educational work and achieving it effectively in the institutions of Al-Azhar institutes.
F )Methodology
This study will use the following methodology:
The researcher followed the descriptive approach because it suits the nature of the study.
g)Tools of the study
A questionnaire directed to the officials of Al-Azhar institutes and those who benefit from them.
*Terminology of the study
1-institutional performance: the researcher defines it as: the ability of Al-Azhar institutes in Sohag governorate to achieve its strategic aims in the view of (leadership and management- human resources- financial and material resources- services offered to the society) that is measured through the questionnaire prepared by the researcher.
2-(EFQM) European Foundation of Quality Management: it is procedurally defined as: a set of specific criteria which enable Al-Azhar institutes to set the general framework that draws its general system on various levels which is applicable to the various types and sizes of institutes regardless of its level of maturity.
h) Research limits
The study is limited to the following items:
*Geographical limits: Al-Azhar primary institutes in Sohag governorate.
*Human limits: some officials in charge of the educational process in Al-Azhar administration in Sohag governorate.
*Topic limitations: the study shows how do the employees estimate the institutional performance in Al-Azhar institutes in Sohag according to the principles of EFQM which are (management and leadership- human resources- financial and material resources-the services offered to the society) then presenting suggestions to improve the institutional performance within them.
I) Methodology of field study:
Chapter one: sheds light on the general framework (the introduction, the problem, the aims of the study, the importance of the study, its limits, the approach, terminology, the previous studies-the study steps).
Chapter two answering the question clarified in the introduction ,in the part which offers the problem of the study , discussing the institutional performance in Al-Azhar institutes, its theoretical background and dimensions according to the EFQM model.
Chapter three: answering the second question –clarified in the problem of the study through discussing the EFQM principles , aims, dimensions, facilities and points of excellence.
Chapter four: answering the third question –clarified in the problem of the study-through doing the field research which limits the feature and reality of the institutional performance in Al-Azhar institutes in Egypt ,observing the barriers and problems which face improving this performance according to the EFQM model through applying the questionnaire after arbitration and coming out with results and recommendations.
Chapter five: answering the fourth question -clarified in the problem of the study –through setting up a suggested view through which the institutional performance in Al-Azhar institutes in Egypt can be developed and improved according to the EFQM mode
( J )The main study results:
The study resulted in the following:
(A)leadership and administration part
1-leadership creates a vision and lets the employees recognize it.
2-leadership formulates the goals of the institute with participation of the employees.
3-The Azhari institute evaluates performance level and leadership skills in addition to developing them.
4-leadership encourages teamwork and co-operation inside the institute .
5-leadership provides a creativity encouraging environment.
6-The lack of keenness of leadership to formulate the institute’s values and not informing the employees with them.
7-The lack of holding meeting with the teacher to give their opinions and make suggestions.
8-The lack of co-operation with the workers to achieve their plans and aims.
9-The lack of predicting possible problems and possible solutions.
10-The lack of rewarding good and excellent performance of the employees.
(B)Human resources part.
1-The institute defines functional description to the employees.
2-There should be regulations showing the responsibilities and duties of the employees.
3-The administration provides the suitable conditions to train the employees and encourages them to increase their academic procurement.
4-Employees’ performance can be evaluated through a certain period according to subjective references.
5-The administration should inform the employees with performance level and progress.
6-The administration encourages the employees to participate in formal and informal occasion.
7-There has scarcely been a system deciding present and future needs of the human resources.
8-The administration’s encouragement to the workers’ suggestions and performance level is very weak.
9-The lack of giving the workers the right of objection and making grievances.
10-The lack of existence of specialized committee for studying complaints in a serious and objective way.
(C)financial and material part
1-The institute abides by the balance plan.
2-The institute delimits the financial needs accurately.
3-The institute should have a clear financial system (salaries, expenses, purchases, etc.
4-There should be a supervision system on the financial process.
5-The institute should set an emergency plan to guarantee safety and security.
6-The institute administration encourages the teacher to apply modern technical teaching aids in the teaching process.
7-The institute should possess an update, classified and easy to use data base.
8-The institute should keep the secrecy of the employees’ information.
9-Many institutes do not have enough financial resources to develop .
10-Many institutes do not have buildings or sufficient teaching potentials (classrooms-laboratories-activity rooms-playgrounds).
11-Many institutes do not have a website.
12-Many institutes cannot let the workers make use of the data base.
13-Many institutes do not have modern devices or electronic teaching sources.
(D)Social services part.
1-The institute should hold various school activities (parties- colloquys – exhibitions )
2-The institute should easily receive the suggestion and complaints of the local community.
3-The institute should keep in touch with the local community.
4-The institutes do not have media coverage to their activities and achievements.
5-Many institutes do not open the gate to social activities.
6-The lack of doing questionnaires to a knowledge the opinion of the local community about the performance of Al Azhar institutes.
