ثانيا : ملخص الرسالة باللغة الإنـجليزية

The Summary of Study
First - the problem of the study: -
The problem of the study can be determined in that the environment is the natural framework within which man lives, and then the safety of the environment will certainly be reflected on human safety, and damage to the environment will affect human health, and then on his ability to produce, and obtain an adequate income through which he fulfills His basic needs, and man should not be surprised when he notices the West’s position on environmental pollution and the problems it may cause daily, bringing many dangers to the health of humans, plants and animals. There is a close link between the functions of coordination and organization, and that coordination complements the function of organization, so proper organization and the effectiveness of its construction would facilitate the process of coordination by defining the responsibilities and competencies of each unit in the organization and with its identification For the general framework of multiple relations and here coordination becomes a complementary process to the process of organization.
Second: The importance of the study: -
The importance of the study lies in stating the guarantee of the rights of individuals affected by the liability arising from water pollution,
Taking into consideration any damage resulting from pollution of the water environment that may result in a waste of individuals’ rights. Perhaps the secret of this is due to two reasons:
First: - The importance of water and its necessity, as it is included in all biological processes and it is not possible. For any living being, whatever its form, can live without it.
The second is that water occupies the largest space in the biosphere and is the most unique substance present in it. The surface area of water is about 70.9% of the Earth’s surface.
1- The management of water resources in Egypt is a complex process, as it includes many consumers, shareholders and capital who use water for irrigation purposes, local and industrial facilities and power generation, and that the waters of the Nile are compatible with ecosystems that threaten environmental pollution, and that Egypt suffers from a major problem for its water resources. An imbalance between increasing demand for water and the availability of the available quantity.
2- The importance of governmental and civil organizations in preserving water resources.
3- The researcher’s belief in the role of governmental and non-governmental organizations and the sense of society’s problems and needs.
4- Social service as a profession and society organization as a professional method is one of the most important mechanisms that work with organizations, whether governmental or civil.
Third: The objectives of the study: -
This study seeks to achieve a major goal, which is to define coordination mechanisms between governmental and non-governmental organizations in preserving water resources.
A set of sub-goals emanate from this goal, which are:
1- Defining coordination mechanisms between governmental and civil organizations.
2- Defining the nature of cooperation between governmental and civil organizations in preserving water resources.
3- Determine the nature of communication between governmental and civil organizations in preserving water resources.
4- Identifying the obstacles facing the coordination mechanisms between governmental and civil organizations in preserving water resources.
5- Determining the proposals through which it is possible to overcome obstacles to coordination between governmental and civil organizations in preserving water resources.
6- Reaching a future vision to strengthen coordination mechanisms between governmental and non-governmental organizations from the perspective of community organization.
Fourth: Concepts of the study: -
1- Coordination.
2 governmental and Non governmental organization.
3-Water resources.
Fifth: the type of study: -
Descriptive study includes the study of phenomena as they occur naturally, that is, the study of reality, which is concerned with being an accurate description.
Sixth: Methodology of the study:-
Approach Comprehensive Social Survey
Seventh: Tools of the study;-
A questionnaire form applied to members of the board of directors and workers in governmental and non-governmental organizations.
Eighth: Fields of Study: -
The human field: members of the board of directors and workers in governmental and non-governmental organizations, and their number reached (100) individuals
Spatial domain: The study was applied in the governor of Assiut to governmental and non-governmental organizations, which is in Assiut Governorate (the Irrigation Directorate in Assiut and the Holding Company for Drinking Water and Sanitation in Assiut). And in the villages of Assiut governorate, which are (1- Society Development Association in Jahdam 2- Society Development Association in Hawatekah 3- Arab Mutair Society for Community Development 4- Community Development Association in Al-Ezzah5- Society for Preserving the Holy Qur’an and Community Development in Jahdam)
Field Time domain: This is the period of data collection and drawing conclusions from 30/5/2021 to 20/7/2021
Ninth, results of the study: -
The current study reached a set of results related to the study variables, which are: -
1- The results of the study showed the most coordinating mechanisms used by governmental and Non organizations to develop civil efforts to conserve water resources, the mechanism of joint relations between governmental and Non organizations with a relative strength (82.33%) in the first place, followed by the communications mechanism with a relative strength (78.27%) in the rank Second, followed by committees and seminars between governmental and Non organizations with relative strength (78.6%) in the third place, followed by periodic meetings between governmental and Non organizations with relative strength (77.07%) in fourth place.
2- Determining the nature of communication between governmental and Non organizations to develop civil efforts to conserve water resources came with a relative strength (80.17%) in the first place, followed by the nature of cooperation between governmental and Non organizations to develop civil efforts to conserve water resources came with a relative strength (78.89) in the second place .
3- The results of the study indicated that there are obstacles facing the coordination mechanisms between governmental and Non organizations from the point of view of the workers in the organizations. The obstacles that belong to the organizations came with a relative strength (77.5%) in the first place, followed by the obstacles related to society, which came with a relative strength (73%) in the second place.
4-The results of the study indicated that there are proposals that contribute to activating the coordination mechanisms between governmental and Non organizations from the point of view of the workers in the organizations. The proposals for the community came with a relative strength (90.25%) in the first place, followed by the proposals for the organizations came with a relative strength (89.67%) in the second place
