Administrative decision is one of the issues of a public and vital nature. As most of the jurisdictions of the administrative judiciary are almost based on the idea of the administrative decision; As the activity of the administration is in prosperous sustenance and witnesses a huge number of administrative decisions that are issued daily by the administrative apparatus, whether in the face of individuals, or those working for the administration, which leads to conflicting laws, both ancient and modern, and thus affecting the legal centers that were arranged during the period The administration is in accordance with the tasks entrusted to it in issuing administrative decisions and through these decisions the administration makes changes in the legal centers, or establishes new legal centers without stopping at the satisfaction of the individuals addressed. The principle in administrative decisions is that they are implemented against the administration as soon as they are issued, unless they are pending for the accused and individuals, and then apply against the administration itself. That the administration cannot invoke it in the face of individuals, and on this basis a distinction is made between the enforcement of administrative decisions on the administration itself and its application to individuals, i.e. it cannot be applied to individuals except after informing them of it. The right of management and in the face of those who address it, its effect does not revert to a date prior to that date, which is known as the principle of “non-retroactivity of administrative decisions”.
