English Summary


Abstract
First: study problem:
Since the human being is the basis of production and development, and he is the main factor in achieving them and the achievement of the objectives associated with them, because he is the influential element in the investment of natural and industrial resources and capital, and the use and development of technology. The effective means of using the scientific method to achieve community development and to constantly improve and develop society according to the degree of development it is going through.
Social care policies are a framework directed to social care, where social service is practiced with all the scientific theories and models that formed the knowledge building of social service, whether in its development stages or its current stages, where it does not deal with the individual in its absolute sense, or the group in its absolute sense, and society in its absolute sense, or the group in its absolute sense, and society in its absolute sense. To achieve the goals of social care through the directives of social policy strategies, the areas of social service are the same as the areas of social care and social policy. Rather, the models of social policy are models of social care. Therefore, the effectiveness of social policy in society is critically related to the effectiveness of social service practice, as it may support or change these policies. It works to achieve its objectives by participating in its making, analysis and evaluation.
The effectivenessof social work depends on the understanding of social service practitioners of social policy, its strategy, and their abilities to apply its mechanisms. Health care is the real entrance to bring about comprehensive development in any society, as health services are the true manifestation of development because there can be no development with the spread of diseases in the human being, the maker of development and the plan, so the amount spent on health services is as much as one The important inputs, it also represents one of the most important outputs that appear in the form of a healthy human being capable of giving, implementing development programs and accelerating their success.
Primary health care is based on a commitment to social justice and equity and the recognition of the fundamental right to the enjoyment of the highest attainable standard of health, as stated in Article 25 of the Universal Declaration of Human Rights: “Everyone has the right to a standard of living adequate to ensure the health and well-being of himself and his family, especially in terms of Food, clothing, housing, medical care and the level of necessary social services, as well as Presidential Decree No. 239 of 2018 regarding approving the spending of the project to develop the health care system
The analysis of social welfare policies has a motive and realistic impact on professional practice, especially for that type of professional practice associated with or affected by it, and in particular, we find this effect clear through the analysis of social policy, Social service can improve social services provided to individuals and their families, as well as contribute to solving social problems and harmful social conditions It also helps in the social employment of individuals. Social work also contributes to identifying trends, areas and methods of social work that can be adhered to, and contributes to the development of a specific strategy to achieve social policy in society in light of local and global conditions, so that this strategy includes realistic goals that can be translated into specific programs and projects.
Fourth: The importance of the study:
A- Societal importance:
1-The current period is one of the most important factors for progress in the field of health due to the issuance of modern laws and legislation in the field of primary health care.
2-The low level of primary health care services in rural areas, the dissatisfaction of the beneficiaries of these services and their low turnout to benefit from the services of the health units.
3-The human being is the means and the end of this development. The human forces in any society are the focus of its progress and development. The main challenge facing development is how to transform the human element from an element that constitutes a burden on development to an element that represents the impetus for development.
b- Professional importance:
1-Social planning is concerned with analyzing existing social welfare policies in societies, through the use of scientific methods that direct those policies towards the right path, whether by formulating those policies or offering alternative policies that would benefit the members of society.
2-Finding the available infrastructure, human resources, devices and supplies and comparing them to find out the gap in primary health care.
c- The importance of the theory:
1-Social policy is the focus of social service interest in general and social planning in particular, considering that social planning is the scientific and practical means that contribute to translating it into programs and projects that achieve social policy goals.
2- The right to health care is one of the most important human rights, as the human right to health.
3- Finding ways and solutions to improve primary health care services and fill the gaps within health institutions, depending on the available resources.
Second: the study objectives.
1-Determining the areas of interest of primary health care policies during the various stages of analysis.
2- Determining the objectives, values, procedures, targets and the fundamental effects of the care policies. Social studies related to primary health care during the different
stages of the analysis.
3-Determining the applied aspects of social care policies related to health care and the mechanism and the results of their implementation and impact on society during the various stages of the analysis.
4-Attempting to come up with alternative policies for primary health care that would develop and modify existing policies to suit the needs of society .
5-To reveal the most prominent difficulties facing the administration of primary health care through the provision of services in order to analyze them in a way that achieves the mutual benefit between the administration and the beneficiary
Sixth: Study hypotheses:
first hypothesis: There are substantial, statistically significant differences between the areas of interest of primary health social care policies during the stages of their analysis and identifying the stages of health care policy analysis in Egypt as follows: - The first stage(1964-1975)
The second stage (1992-2000).
The third stage: (2002-2011)
Fourth stage (2012-2018).
-second hypothesis: There are significant statistically significant differences between the objectives of primary health care policies during the various stages of their analysis.
-third hypothesis: There are statistically significant differences between the issues on which primary health care policies focus in Egypt during the various stages of their analysis.
- Fourth Hypothesis: There are substantial, statistically significant differences between the target groups of primary health care policies during the various stages of their analysis.
-The fifth hypothesis: There are significant statistically significant differences between the needs of primary health care policy in Egypt during the various stages of its analysis.
- sixth hypothesis: There are significant statistically significant differences between the values included in the primary health care during the various stages of analysis.
- seventh hypothesis: There are significant statistically significant differences between the procedures of for primary health care during the various stages of analysis.
-The eighth hypothesis: There are significant statistically significant differences between the expected interactions between to primary health care and the surrounding forces affecting the making and implementation of those policies during the various stages of analysis.
Fourth: Study Concept:
1-The concept of social welfare policies .
2-The concept of health care services, including primary health care.
3-The concept of primary health care policy analysis.
Methodological procedures for the study.
Fifth: Study type:
This study is one of the evaulative studies.
Sixth: The study method used:
The current study relies on more than one research method according to the nature of the study: It is
1- Social sample survey method:
A-Those responsible for providing health care services at the headquarters of the Directorate of Health and Population and the General Authority for Health Insurance, which number (20) officials.
B- The (10) experts in social care policies related to health care.
2- Case study approach:
Here is the legislation of health care policies in Egypt during the analysis period 1964-2018, which includes a comprehensive survey of a number of laws, decisions and legislation related to primary health care, counting 91 legislations
Third: Data collection tools:
1-Guide to content analysis. As a tool used with the legislation of social care policies related to primary health care in Egypt during the period 1964-2018, in order to obtain the data necessary to analyze those policies.

3-Expert questionnaire form on primary health care policies in Egypt during
the period 1964-2018.
Fourth: Fields of Study:
1- The human domain:
1-All officials in the headquarters, the Director of Health and Populatio And the General Authority for Health Insurance in Assiut, and their number reached 20 officials.
2-Experts in social care policies related to primary health care, numbering ”10” experts.
2- Spatial Domain:
-The spatial field of study is:
1-General Authority for Health Insurance in Assiut Governorate.
2- Directorate of Health and Population in Assiut Governorate.
1- Time Domain:
The study, both theoretical and practical, took the time period from 25/1/2020 to collect data Until 11/29/2021
Time period for analysis:
The time period for analyzing primary health care policies in Egypt was determined in the period between (1964 AD - 2018 AD) , and that time period was divided into four stages:
=The first period extended from 1964 AD to 1975 AD
= The second period extended from 1992 AD to 2000 AD
=The third period extended from 2002 AD to 2011 AD –
=The fourth period extending from 2012 to 2018 AD

Sixth: General results of the study:
A- Testing the study’s hypotheses according to its basic tool “Guide to Content Analysis”
1-Which makes us accept the first hypothesis of the study, according to which there are statistically significant differences between the areas of interest of social care policies for primary health care during the stages of their analysis.
2-Which makes us reject the second hypothesis of the study, which is that there are statistically significant differences between the objectives of primary health care policies during the various stages of their analysis.
3-Which makes us reject the third hypothesis of the study, which is that there are statistically significant differences between the values included in social care policies for primary health care during the various stages of their analysis.
4-Which makes us accept the fourth hypothesis of the study, which is that there are statistically significant differences between the procedures of social care policies for primary health care during the various stages of their analysis.
