Abstract

The issue of community participation is one of the issues addressed by the state to bring about change that aims at development at the scientific and planning levels. However, the current volume of popular participation is somewhat less than the target, as the Human Development Report 2003 in Egypt indicated that people’s participation in development was not beneficial in Egypt, as desired, despite the state’s general policy to encourage and support popular participation initiatives. Some opinions have called for the participation of community members so that the success of development programs can be achieved. Therefore, the citizen’s absence from participation has become an issue that must be remedied and worked to activate, and the development projects being implemented should not be seen as goals in themselves, and the extent of their success should not be measured - only - by the increase in production or the expansion of a service. Rather, the extent of the ”positive participation” of community members in planning, implementing and evaluating these projects and services is likely to be the other measure of the extent to which these projects are successful or not. As a result of the absence of participation, development projects have become isolated islands within the framework of non-participation, especially in developing countries. As a result, new terms came into the development process, such as participation, participatory planning, and a bottom-up approach in the areas of work of NGOs, various development agencies and institutions
The research discusses the theoretical framework of the concepts of community participation, its impact and its role in urban development, where the urban environment of the city of Damietta is studied, which is characterized by a special nature in terms of economic activity, which reaches international fame in the furniture industry.
The research presents the Damietta Furniture City project, which is a national project tat is supported by the state .The project was carried out in the absence of the participation of the local community of craftsmen ;the most important factor in thr process of urban development in the city .In consequence, the project failed to achieve the main goal of its creation .
