The present study aims to define the theoretical framework of co-operative educational culture and the justifications for applying the co-operative educational culture in Al-Azhar primary institutes. It also explores the reality of co-operative educational culture in education in Al-Azhar primary institutes. Moreover, it makes a proposed design to apply the co-operative educational culture in education in Al-Azhar primary institutes. The researcher adopted the analytical descriptive method because it fits the nature of the study by collecting the material related to co-operative educational culture in education in Al-Azhar primary institutes and discussing the data to develop a proposed design to apply co-operative educational culture in education in Al-Azhar primary institutes. The population covered male and female students in Al-Azhar primary institutes in Sohag. Seven educational administrations were selected, namely Tahta, Maragha, Saqulta, Akhmim, Al-Monsha, and Gerga. The field study used a questionnaire to identify the reality of applying the co-operative educational culture in education in Al-Azhar primary institutes applied to 618 students in these institutes. The results revealed a minor achievement the role of applying the co-operative educational culture in education in Al-Azhar primary institutes (0.64). The role of school activities in applying the co-operative educational culture in education in Al-Azhar primary institutes was achieved with a minor percentage (0.60). The role of teachers in applying the co-operative educational culture in education in Al-Azhar primary institutes was achieved with a minor percentage (0.61). The role of school administration in applying the co-operative educational culture in education in Al-Azhar primary institutes was achieved with a minor percentage (0.60). These results were obtained because of obstacles inside and outside Al-Azhar primary institutes that were achieved in reaity with a significant degree, which negatively affected applying the co-operative educational culture in education in Al-Azhar primary institutes. Based on the results, the researcher developed a suggested proposal to apply co-operative educational culture in education in Al-Azhar primary institutes.
