The research deals with the problem of the absence of the role of local communities in tourism development plans in Egypt, and these communities have been exposed during the past decades to many cultural and urban transformations, in addition to marginalization and forgetfulness in development plans in general and tourism plans in particular, and the deterioration of their role and status, which did not exceed being a service backer for villages and tourist resorts in the regions The coastal areas, despite the distinct cultural heritage that these societies enjoy, could represent a new addition to the tourism development plans. During the research parts, the main tourism patterns in Egypt, the objectives and results of the tourism development plans and their economic and social returns were reviewed, then shedding light on the modern trends of tourism, including community tourism, its objectives and steps for its development. The elements of community tourism in Egypt in the various urban communities such as the desert, Bedouin and Nubian communities and a presentation of some local, Arab and international models and experiences in this direction and the lessons learned from them, then applying the results of theoretical studies to the study area in Ras Al-Hikma in the North Coast, identifying the potential and obstacles in the region, and surveying the relevant opinions to extract Ideas about the possibility of applying this tourism pattern (community tourism) in the region, concluding with recommendations and proposals for activating this pattern and achieving community development that depends on tourism activity as a complementary economic activity in a manner that ensures the protection of the nature of the traditional Bedouin society, raising the standard of living for its members and intensifying attention to preserving the natural and social environment of customs Locality, traditions, languages, dialects, folk arts, music, traditional crafts, the richness of traditional local food as well as the urban and architectural heritage.
