Development is the upgrading of society and its transition from a stable situation to a situation to a higher and better situation. It is a process of forward development and continuous comprehensive or partial improvement. Also, development is an economic, social, cultural, political and administrative process. Society, in order to achieve the goals of society, on top of which is achieving a standard of living or a better life, and development is a comprehensive process that takes root in various aspects of life and moves society to a new stage of progress, and it is an essential element for stability and human and social development. Integrated human development is considered one of the social factors influencing national development planning, along with factors such as the human factor, which refers to the way people understand their needs and interact with development programs, as well as providing social needs, including basic services. Development as an issue is achieved by the optimal investment of available human, material and organizational resources that can be made available in the future, with the need for all existing bodies and agencies in society to come together in order to achieve it as a national goal that everyone seeks to achieve this goal, which is development. where the human element for any organization is the basis for the success of this organization, given the role it plays in developing the organization and contributing to achieving its goals, so organizations pay great attention to the human element because there is no doubt that access to institutional excellence depends on the competence of workers in any organization, which is An aspirational goal for all organizations, whether governmental or private, and therefore all organizations must follow certain methods to bring and employ the efficient worker who has competence and experience that enables him to raise the level of the organization to reach institutional excellence. Therefore, the recruitment process and taking care of the employees and meeting their needs is one of the most important functions that the human resources department in the organization must perform efficiently and effectively. It has a clear position in its organizational structures and is entrusted with the task of providing the organization with the most important and critical resources, which are human resources.
