The types of wars have evolved into several generations to suit their changing goals, especially with the terrible technological development we are experiencing, which has led to the development of techniques in virtual reality to turn the war into an information war instead of wars of cannons, and wars are divided into generations as follows: The first generation “two regular armies and a missile-to-missile confrontation Then to “second-generation gang wars”, then third-generation wars, which are preventive, rapid and blitzkrieg, then fourth-generation wars and one of its tools is “psychological warfare, gangs, the Internet and changing the vocabulary of the Arabic language as well as economic pressures, and it includes “playing in the stock market, increasing Prices, the dollar crisis, hit tourism, export crises. The concept of “fourth generation wars” appeared in the late eighties and became clear after the American war in Iraq, because the United States, after incurring heavy losses, materially and humanly, as a result of the prolongation of this war, learned that it is necessary not to interfere in direct confrontations with its enemies, but rather indirectly, Fourth generation wars aim to destabilize and cast doubt on the army, police and political leaders, and hit the economy by hitting tourism, spreading rumors, and using technology in terrorist organizations. Second: Objectives of the study: The objectives of this study are as follows:1-Understanding the nature of fourth generation wars.2-Disclosure of the most important means used in fourth-generation wars. 3-Identifying the dangers of fourth generation wars on national security.4-Monitoring the risks of fourth generation wars on achieving sustainable development 2030.5- Exposing the social responsibility of state institutions in the face of fourth-generation wars. Methodological procedures of the study: A-Study Methodology: In dealing with this problem, the researcher used the descriptive analytical approach, because this approach reveals and describes the phenomenon as it is in reality, as it tries to analyze its results and understand them objectively. And those positions on the one hand, and on the other hand, analyze that information on the behavior of individuals to find out the causes and circumstances surrounding the phenomenon (the subject of the study), in order to study the social responsibility of state institutions in the face of fourth-generation wars to achieve sustainable development 2030.B-Study tools: As for the data collection tools, according to the nature of the current study, it depends on the questionnaire tool, because it is the appropriate tool for the study, given what is dictated by the nature of the subject of the study, its objectives and basic questions.C-Study sample and its characteristics: The stage of defining the study community is one of the most important methodological steps in social research, and it requires the researcher to be very precise, as the research procedures, design and efficiency of his results depend on it. The more the number of selected vocabulary included in the study increases, the results become based on a stronger foundation. However, the researcher often finds himself unable to carry out a comprehensive study of all the vocabulary of the study community, so he is satisfied with a few of those vocabulary, which he takes within the limits of time, effort and available capabilities, and begins to study them. Then generalize its attributes to the total. - Questionnaire forms were applied to a sample of 400 young people who use modern technology in Mansoura, Dakahlia Governorate. The most important results of the study: • The results showed that the fourth generation wars largely seek to destabilize the country, where the fourth mountain wars mean the asymmetric war, which aims to manipulate minds through religious ideas, legal frameworks, and economic activities, creating irregular forces that mobilize to fuel internal conflicts, bypassing the division of peoples to their fragmentation. This is in agreement with the study (Nadeya Al-Qadi 2017) • The results also indicated that these wars depend on the psychological and moral effects of the people and spread rumors by questioning the political system and weakening the people’s confidence in the system’s ability to achieve its goals; Using technology and media. • The results revealed the extent of the danger of the fourth generation wars on society, as the fourth and fifth generation wars represent a very dangerous issue for Egypt’s security, to the events that Egypt witnessed since 2011, whose goal was to destroy state agencies, as well as the danger of the development of means of warfare in destroying countries And eliminating them through fourth and fifth generation wars, which depend on modern means of communication, spreading rumors and destroying people’s trust in Wanma and its leaders. In the past, we are used to conventional war by confronting armies with each other, but - other wars are the practices of the forces of the third dimension, which is the control of the mind, “control in communication and the media,” which represents the best practices of force, as Stephen Lukes said, “in his book The Manifesto of Power.” War has another concept, which is the concept of force, and not war with armies, and it is the practice of exercising force with intellectual force, which is the effect on consciousness. It was clear in the past, but now the enemy is not visible and affects you, making you lose confidence in yourself and your country by interfering with what is called false awareness. • The results showed that there are many goals of the fourth generation wars, such as weakening the military institution (the army), distorting the mental image of the citizens of the state and spreading political strife targeting the civil sector, and its goal is to destabilize security and stability and spread the negative spirit and pessimism among members of society, and spread strife between the two races. The nation, weakening the state’s economy, influencing the reform process, and weakening the security establishment (the police). • The results confirmed that the military institution is the most important institution targeted by the fourth generation wars, as the rules of the fourth generation of wars literally state that “the goal is not to destroy the military institution of a hostile nation, or to destroy the enemy’s military capacity, but rather the main goal is to develop an elaborate plan for exhaustion And the slow erosion of the enemy steadily and deeply over the relatively long term. • The results indicated that the fourth generation wars are rumors associated with specific seasons and dates, as rumors are a social phenomenon inherent in societies and have existed since man was found on the surface of the earth, and rumors have developed with the development of civilizations and with the technological and information development and the subsequent revolution in the media and social communication. • The results showed that terrorism is the most important mechanism of fourth-generation wars, as the security and stability of society as a whole is an original target for terrorism in Egypt, and this is manifested in several forms, including: assaulting public and private facilities, and focusing on causing sectarian strife between Muslims and christians in Egypt. • The results indicated that the most important features of fourth generation wars are that they depend on technological progress, as well as using smart power (mental weapons) and their dependence on transforming the target country from a stable state to a fragile state. • The results confirmed that the majority of the study sample confirm that they do not trust what the media broadcasts, as these media aim to destroy all national media until the media scene becomes empty for them, and their goal may not be conspiracy, but rather covering up corrupt people who either looted the country’s money or landed on them wealth from abroad with the aim of fueling strife and igniting psychological warfare against their political and economic opponents for revenge only. In any case, this media in this way is not patriotic from near or far, but rather works for private agendas away from any national goals. In the face of this dangerous matter, the true national media, which strives with all patriots to establish the new Egypt, is lost. One of the strange things is that the media that relies on agitation and setbacks has a lot of money that it injects in this regard and spends very lavishly to lure media professionals in front of national media that are issued in good health, and the workers in them live on subsistence.
