Abstract

In light of the increasing interest of governments in e-government and achieving the sustainable
development goals 2030, the governments seek to provide new e-government services and develop
strategic plans to achieve the SDGs. This study clarifies the contribution of E-government services
in achieving SDGs and the relationship between them and describes how can Enhance
E-government services to achieve SDGs in Egypt.
The 17 sustainable development goals were presented and studied, we focused on 5 goals only,
namely: No poverty - Industry innovation and infrastructure - Reduced inequalities – Peace, justice
and strong institutions - Partnerships for the goals. A model was proposed that contributes to the
achievement of these goals through enhancing the e-service provided by the National Elections
Authority.
Regarding the effect of enhancing e-government services on achieving sustainable development
goals, this work suggest enhancing the e-service Submitted by the National Election Authority
(NEA) to Conversion of the Egyptian election system from the paper format and manual counting
system to the e-voting system, and based upon this, The E-service of (NEA) was classified
according to SDGs which found that it covers 18 targets from SDGs (6 Social targets, 6 Economic
targets, and 6 Means of Implementation (MoI) targets). This effect has been proven using statistical
methods, it found there is a significant statistical correlation and effect between enhancing Egovernment services and achieving sustainable development goals. This service improvement
contributes to the achievement of 18 targets from SDGs.
Blockchain technology has been integrated into the E-voting system to present the prototype of the
Egyptian E-Voting System, and that is the significant improvement point against the traditional
voting system as the users can cast the vote and check the results after completing all processes by
using the web application
